    REQUIREMENT: The National Research Council, Herzberg Astronomy and Astrophysics Research Centre designs and builds instrumentation for world-class astronomical observatories operating at optical, millimetre and longer wavelength radio wavelengths. In the optical wavelength regime NRC develops imagers, spectrometers, wavefront sensors and adaptive optics systems. NRC’s Astronomy Technology Directorate includes a staff of approximately 65 people with expertise in various technical areas including mechanical and opto-mechanical engineering, optics, software, and electronics, as well as project management.
    
    The purpose of this Standing Offer is to provide opto-mechanical resources on an as- and when-requested basis to perform work related to various projects at NRC Herzberg.  The work includes analysis, design, assembly, integration and test of precision opto-mechanical components and systems for ground-based astronomical telescope instrumentation.  A requirement for the following resources is anticipated:
    
    - 2 opto-mechanical engineers / estimated1500 combined hrs annually.
    
    The work will be conducted remotely unless travel to NRC Herzberg is required.  Travel to and work on site in Victoria, BC, V9E 2E7 may be required for periods of a few days up to two weeks at a time (estimated up to three trips per year and maximum frequency of one trip per calendar month).  Detailed travel requirements will be defined in the call-up.  
    
    PERIOD OF STANDING OFFER: The Standing Offer will be for a period of one (1) year with the option to renew for up to two (2) additional years.  
    TRADE AGREEMENTS: The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
    
    DEBRIEFINGS: Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
