The Department of Fisheries and Oceans (DFO) seeks a Contractor
to develop a design for a deep-sea drop camera system. The
design must incorporate existing equipment to be provided by DFO
and new equipment to be supplied by the Contractor. The system
must be capable of collecting high-definition digitial still and
moving pictures, as well as other oceanographic data. It is
anticipated that the system will operate at depths ranging from
    300m to 2500m.

This procurement will proceed in two Phases. Phase 1 is the
design phase; the Contractor will develop and present a design
for the deep-sea drop camera system to the client department.
Phase 2 is the fabrication and integration phase; the Contractor
will build the necessary parts as specified in the design, and
integrate the fabricated parts and existing parts into a single
unit. The Contractor will be responsible for installing the
completed unit and testing it with DFO equipment and systems.

The contract resulting from this Solicitation will be for Phase
1 only. Canada retains the right to halt the project after the
design phase. If Canada elects to proceed with Phase 2,
fabrication and integration, it will be under a Task
    Authorization out of this contract.

Bids will be evaluated based on compliance with the technical
requirements of the bid, and best overall bid composition.
