    Underwater high resolution Motion Sensor for a USBL pole mounted
    system.
    
    1) ADVANCE CONTRACT AWARD NOTICE (ACAN)
    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, or before the closing date
    stated in the ACAN, the contracting officer may then proceed
    with the award to the pre-identified supplier.
    
    
    2) DEFINITION OF THE REQUIREMENT
    
    Replacement of transducers to repair the Knudsen 3.5kHz
    sub-bottom profiling system on the CCGS John P. Tully.
    
    During expedition 2014005PGC a failure occurred during data
    collection. Investigations over the next 6 months indicated the
    failure was within a sealed chest permanently installed on the
    hull of the ship. Visual inspection shows significant
    deterioration of the transducers.
    
    This requisition is to replace a 4 x 4 array of sixteen 30 year
    old transducers which have exceeded their life expectancy. The
    replacement transducers must ensure optimum technical
    performance and service interfacing to an existing Knudsen Chirp
    3260 echosounder system currently on board.
    
    
    3) CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
    (MINIMUM ESSENTIAL REQUIREMENTS)
    Any interested supplier must demonstrate by way of a statement
    of capabilities that its system equipment offering meets the
    following minimum mandatory requirements:
    
    Must be able to be mounted in a 16 transducer array with
    center-to-center row spacing of 8.25", be 7.25" x 7.25" wide and
    have four ½" bolts in a 6" x 6" pattern.
    Urethane exterior pigtail connector coating must be resistant to
    Voltesso 35 oil.
    Pigtail must be at least 6 inches long.
    Must have an underwater Massa C1F2 connector. 
    Must have a nominal resistance of 100 ohms at 4kHz.
    Must have an input power of 600W@30% discharge and a 200W@100%
    discharge.
    Must have a beamwidth of 8°.
    Array signal must have a theoretical CHIRP frequency sweep of
    10kHz and must be capable of a theoretical vertical resolution
    of 7.5 cm.
    Array signal must be able to be processed in the lab using data
    envelopes which can be converted to .KEB data files.
    Array signal must be evaluated through to final .KEB data format.
    
    
    4) APPLICABILITY OF THE TRADE AGREEMENTS TO THE PROCUREMENT
    This procurement is subject to the following trade agreements:
    - Agreement on Internal Trade (AIT)
    - North American Free Trade Agreement (NAFTA)

    7) JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    The Knudsen KELA 5701 transducer is the only known product that
    meets the essential requirements detailed under Paragraph 3. 
    
    In particular, it was determined that only Knudsen KELA 5701
    transducers meet ALL of the following essential requirements:
    
    Must have an underwater Massa C1F2 connector.
    Array signal must have a theoretical CHIRP frequency sweep of
    10kHz and must be capable of a theoretical vertical resolution
    of 7.5 cm.
    Array signal must be able to be processed in the lab using data
    envelopes which can be converted to .KEB data files.
    Array signal must be evaluated through to final .KEB data format.
    
    
    8) GOVERNMENT CONTRACT REGULATIONS EXCEPTION(S):
    The following exception(s) to the Government Contracts
    Regulations is (are) invoked for this procurement under
    subsection 6(d) "only one person is capable of performing the
    work".
    
    
    9) EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    The following limited tendering reasons are invoked under the:
    
    - Agreement on Internal Trade (AIT)  Article 506.12(b) "where
    there is an absence of competition for technical reasons and the
    goods or services can be supplied only by a particular supplier
    and no alternative or substitute exists";
    
    - North American Free Trade Agreement (NAFTA)  Article
    1016.2(b) "where for works of art, or for reasons connected with
    the protection of patents, copyrights or other exclusive rights,
    or proprietary information or where there is an absence of
    competition for technical reasons, the goods or services can be
    supplied only by a particular supplier and no reasonable
    alternative or substitute exists"; and
    
    
    10) PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE
    All deliverables must be received at Destination in Sidney
    (British Columbia) Canada V8L 4B2 on or before March 31, 2015
    (MANDATORY).
    
    
    11) COST ESTIMATE OF THE PROPOSED CONTRACT
    The estimated value of the contract is CAD $57,427.04, Delivered
    Duty Paid (DDP) Sidney BC Canada V8L 4B2, excluding Applicable
    Taxes, shipping charges, Canadian customs duties, and excise
    taxes included.
