    1) ADVANCE CONTRACT AWARD NOTICE (ACAN)
    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, or before the closing date
    stated in the ACAN, the contracting officer may then proceed
    with the award to the pre-identified supplier.
    
    
    2) DEFINITION OF THE REQUIREMENT
    Current NRCan data acquisition/information management onboard
    Coast Guard vessels rely on the GPS antenna location onboard the
    ship. While post processing of location is possible, there are
    large errors introduced due to imprecise assumptions. An Ultra
    Short Base Line (USBL) tracking system is required which will
    deliver real-time XYZ tracking information for a variety of
    science activities:
     
    •	Deep piston core locations up to 3000m to sample large scale
    slump features. 
    •	Shallow piston coring with targets from high resolution
    multibeam, geophysical and 		sidescan surveys.
    •	Camera, video and ROV realtime seafloor deployments.
    •	Towed equipment: Sidescan, Huntec, and Airgun survey equipment
    positioning.
    •	Accurate mooring location deployment.
    
    Equipment Required:
    
    A complete "USBL tracking system" consists of 
    •	the USBL tracking system mounted on a side mount pole.
    •	External high resolution Motion Sensor mounted as near to the
    tcvr as possible / 			co-located.
    •	Ship Gyro $HDT message (use existing)
    •	GPS $NMEA signal (use existing)
    
    This procurement is for the USBL tracking system mounted on a
    side mount pole only.
    
    
    3) CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
    (MINIMUM ESSENTIAL REQUIREMENTS)
    Any interested supplier must demonstrate by way of a statement
    of capabilities that its system equipment offering meets the
    following minimum mandatory requirements:
    
    Must be able to track beacons to depths of 3000m.
    Must be able to communicate from 18 to 36 kHz between
    transponder and beacon.     
    Must be able to track 5 beacons.
    Must be able to input motion sensor data (TSS1 and TSS2).
    Must be able to input Gyro Heading (NMEA $HDT format).
    System requires 2 Transponders/beacons which must have a depth
    rating of 3000m and a communication bandwidth between 18-36kHz.
    Must have a windows computer with customizable beacon location
    display options including beacon location in relative UTM format
    and latitude and longitude in decimal degrees.
    Must provide USBL and Calibration software. 
    Must have the ability to accept input and output defined data
    strings in RS232 and RS485 formats. 
    Must be able to output data strings using Teledyne (TSS)
    protocols in industry standard formats and customizable formats. 
    Must have no time delay between the display of data and the
    export of data.
    Must have at least 30m cable from transceiver and computer.
    Must have a slant range error of 0.1% or better.
    Must have the ability to automatically scan for transponders up
    to 3,000 m away.
    Acoustic coverage must be 360°.
    Must have TCPIP communications between the transceiver and
    computer.
    Must allow for multiple pinging with a 1 second update
    irrespective of water depth.
    Must have a repeatability error of <0.2% 1DRMS.
    Must work in conjunction with a standalone motion sensor (see
    procurement 23145-150456) OR if it contains an integrated motion
    sensor, must be able to operate to depths of 3000m.
    Must work in conjunction with a standalone motion sensor (see
    procurement 23145-150456) OR if it contains an integrated motion
    sensor, must be 110mm (dia) x 185mm (h) excluding connector.
    
    
    4) APPLICABILITY OF THE TRADE AGREEMENTS TO THE PROCUREMENT
    This procurement is subject to the following trade agreements:
    - Agreement on Internal Trade (AIT)
    - North American Free Trade Agreement (NAFTA)

    7) JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    The Sonardyne Ranger 2 USBL System is the only known system that
    meets the essential requirements detailed under Paragraph 3. 
    
    In particular, it was determined that only the Sonardyne Ranger
    2 USBL System meets ALL of the following essential requirements:
    
    Must be able to track beacons to depths of 3000m.
    Must be able to communicate from 18 to 36 kHz between
    transponder and beacon.
    Must have a slant range error of 0.1% or better.
    Must work in conjunction with a standalone motion sensor (see
    procurement 23145-150456) OR if it contains an integrated motion
    sensor, must be able to operate to depths of 3000m.
    Must work in conjunction with a standalone motion sensor (see
    procurement 23145-150456) OR if it contains an integrated motion
    sensor, must be 110mm (dia) x 185mm (h) excluding connector.     
    
    
    8) GOVERNMENT CONTRACT REGULATIONS EXCEPTION(S):
    The following exception(s) to the Government Contracts
    Regulations is (are) invoked for this procurement under
    subsection 6(d) "only one person is capable of performing the
    work".
    
    
    9) EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    The following limited tendering reasons are invoked under the:
    
    - Agreement on Internal Trade (AIT)  Article 506.12(b) "where
    there is an absence of competition for technical reasons and the
    goods or services can be supplied only by a particular supplier
    and no alternative or substitute exists";
    
    - North American Free Trade Agreement (NAFTA)  Article
    1016.2(b) "where for works of art, or for reasons connected with
    the protection of patents, copyrights or other exclusive rights,
    or proprietary information or where there is an absence of
    competition for technical reasons, the goods or services can be
    supplied only by a particular supplier and no reasonable
    alternative or substitute exists"; and
    
    
    10) PERIOD OF THE PROPOSED CONTRACT OR DELIVERY DATE
    All deliverables must be received at Destination in Sidney
    (British Columbia) Canada V8L 4B2 on or before March 31, 2015
    (MANDATORY).
    
    
    11) COST ESTIMATE OF THE PROPOSED CONTRACT
    The estimated value of the contract is CAD $116,213, Delivered
    Duty Paid (DDP) Sidney BC Canada V8L 4B2, excluding Applicable
    Taxes, shipping charges, Canadian customs duties, and excise
    taxes included.
