Trade Agreement: CETA / WTO-AGP / NAFTA / CFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: Yes Nature of Requirements: This Standing Offer is to supply various compressed and liquefied gases to the Government of Canada Departments and Agencies in the Pacific Region on an as and when requested basis. Period of the Standing Offer is 2 years, with one additional option year. Estimated volume of usage is $500,000.00 (excluding taxes) per year. This Standing offer includes areas subject to Comprehensive Land Claims Agreements (CLCAs). Deliveries to Whitehorse, YK under this standing offer are subject to the Champagne and Aishihik First Nations Final Agreement, Kwanlin Dun First Nation Final Agreement and the Ta’an Kwach’an Council Final Agreement. Offerors must adhere to all Regulations and Departmental Specifications as applicable in the supply and delivery of the gases. The Standing Offer(s) will be divided into 2 zones as follows: Zone 1 - Vancouver Island Zone 2 - Mainland BC and Yukon The Standing Offer(s) will be divided into 4 categories as follows: Category 1 - Industrial, Medical Category 2 - Helium Category 3 - Bulk Oxygen Category 4 - Diving Gases Basis of Selection: Ranking and right of first refusal An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. In each zone and for each category: the responsive offer with the lowest evaluated price on an aggregate basis will be recommended for issuance of a standing offer and ranked first. The responsive offer with the second lowest evaluated price on an aggregate basis will be recommended for issuance of a standing offer and ranked second. The responsive offer with the third lowest evaluated price on an aggregate basis will be recommended for issuance of a standing offer and ranked third. Further offers will be ranked accordingly using the same methodology as above. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
