    Amendment 001 modifies the French language title of the ACAN.
    
    1.  ADVANCE CONTRACT AWARD NOTICE (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    2. REQUIREMENT
    The Department of National Defence at Canadian Forces Base Esquimalt in Victoria, BC is in the process of retrofitting existing accommodations and building new accommodations where the proposed strategy requires previously tested and approved lock systems be integrated. The replacement hospitality locks must be Assa Abloy VingCard Classic RFID CLA 4506 hospitality locks delivered and installed including all required hardware, Visionline software, front desk management systems, RFID cards, mobile keys, on-site end-user training and support. 
    The Assa Abloy VingCard Classic RFID CLA4506 and associated Visionline software are proprietary to Assa Abloy and have been tested and approved by DND Security to meet Infrastructure & Environment (IE) and Information Management (IM) Security requirements. 
    3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS)
    1. Tested Hospitality lock system and associated software tested and approved within the past year by DND’s IE and IM Security
    2. User Information Historical occupancy data retained by system for a minimum of seven years which is exportable
    3. Functionality RFID keycards which have a magnetic stripe that may be encoded
    Master keycards and key fobs
    Ability to send mobile-device-based electronic keys via email
    4. System Availability 24/7/365
    5. Support End user support for software must be available to DND support staff within the working hours of 0800-1600, Monday-Friday
    Technical support must be provided within 48 hours on a business day via phone and/or email during the warranty period
    Hard copy manuals English and French
    6. Safeguarding Mechanical key for each lock to permit override
    7. Performance Locks that are battery-operated (not hardwired) to replace or integrate with current door lock hardware, as applicable
    The door lock battery life must be a minimum of 18 months and use commonly available alkaline battery cells, in either the AA or AAA format and be changeable by the end users with basic tools
    8. Hardware Lock hardware must be in stainless steel or satin chrome finish
    9. Training On-site user training for Base Accommodations staff no later than one week following installation and acceptance of the hospitality lock system to train approximately 20 individuals
    10. Delivery and Installation Plan A comprehensive management plan 
    
    4.  APPLICABILITY OF THE TRADE AGREEMENTS TO THE PROCUREMENT
     This procurement is subject to the following trade agreements:
    - Canadian Free Trade Agreement (CFTA); and
    - Canada’s bilateral agreements with Korea, Chile, Colombia, Honduras, Panama, and Peru.
    
    5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    Assa Abloy VingCard Classic RFID CLA 4506 hospitality locks and associated Visionline software, is the only known product that meets all of the technical specifications described in this ACAN.
    The company “Assa Abloy" is the manufacturer of the hospitality locks. Thus, in accordance with the purchasing policies of Government Contracts, Public Works and Government Services Canada proposes to award the contract to "Assa Abloy ", which is, to our knowledge, the only company that is able to fulfill our needs and whose product meets all of the evaluation criteria.
    
    6.    GOVERNMENT CONTRACTS REGULATIONS EXCEPTION
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d): Only one person or firm is capable of performing the work.
    
    7.  EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    The following exclusion(s) and/or limited tendering reasons are invoked under the section of the trade agreement(s) specified:
    1. Limited tendering may only be used in specific circumstances. Where more than one trade agreement applies, an appropriate limited tendering justification must be found in the limited tendering provision of each agreement.
    b. Where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for the following reason:
    iii. due to an absence of competition for technical reasons.
    All of following Canada’s free trade agreements allow for limited tendering:
    - Canadian Free Trade Agreement (CFTA): Article 513, para 1. b. iii.;
    - Canada-Korea Free Trade Agreement: which defers to WTO-AGP Article XIII, para 1. b. iii.;
    - Canada-Chile Free Trade Agreement: Article Kbis-09, para 1. b.;
    - Canada-Colombia Free Trade Agreement: Article 1409  para 1. b. iii.;
    - Canada-Honduras Free Trade Agreement: Article 17.11 para 2 (b) (iii);
    - Canada-Panama Free Trade Agreement: Article 16.10 para 1. b. iii.; and
    - Canada-Peru Free Trade Agreement: Article 1409, para 1. (b) (iii).
    
    8.      PROPOSED DELIVERY DATE
    All the deliverables must be received no later than 31 March 2021.
    
    9.  COST ESTIMATE OF THE PROPOSED CONTRACT
    The estimated value of the contract is between $200.000 to $300,000 CDN, taxes not included.
