Trade Agreement: CETA / WTO-AGP / CPTPP / CFTA Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: Second Language Training - Western Region ET959-201152/B Graham, Danielle Telephone No. - (204) 292-2872 Canada intends to issue Regional Master Standing Offers (RMSOs) for its French language training requirements in the provinces of Alberta, Saskatchewan and Manitoba. Standing offers issued under this RFSO will be divided into two separate tiers. Each of the tiers has a financial evaluation, a method of issuing standing offers and a different method for issuing call-ups. Please see the RFSO for further details regarding the tiers, evaluation and the Statement of Work (Annex A). The period during which call-ups can be made against the Standing Offers (SOs) is twelve (12) months from the date the SOs are issued. Canada reserves the right to extend the term of the SOs for three (3) additional one (1) year periods. There are security requirements associated with the requirement of the Standing Offer. For additional information, see Part 6 - Security, Financial and Insurance Requirements, and Part 7 - Standing Offer and Resulting Contract Clauses. The requirement is subject to the provisions of the World Trade Agreement Agreement on Government Procurement (WTO-AGP), Canada-United States-Mexico Agreement (CUSMA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada? Panama Free trade agreement, the Canada - Peru Free Trade Agreement, and the Canadian Free Trade Agreement (CFTA). Only offers submitted using epost Connect service will be accepted. BID SUBMISSION REQUIREMENTS Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
