There are security requirements associated with the requirement of the Standing Offer. 

The Department of National Defence, has a requirement for the supply of all labour, material, tools, equipment, transportation and supervision necessary for the maintenance of commercial oil and gas furnaces and related equipment at 17 Wing in Winnipeg, and various satellite sites in Manitoba on an as required basis.  The period of the Standing Offer (SO) will be two years from date of issuance, (approximately February 15, 2017), with Canada retaining an irrevocable option to extend the SO by up to three, consecutive one year periods.
