Definition of Requirements

The Royal Canadian Mounted Police “K” Division, requires a Standing Offer for a device that can discretely mark property of all shapes, sizes, and types, without devaluing the object. For example, must be able to mark earrings, televisions, money, and other house hold items or automotives.  This will be an easy to use pen-like device with a unique identifier in the form of a disc, enbdoed with a pin, suspended in liquid. An estimated 1000 marking devices are required for each year of the Standing Offer.

Readers are required to read the unique pin on each disc. Readers must be initally provided for each of the 113 detachments in Alberta for police use only in investigations.  It is estimated that initally 113 readers will ordered over the first 24 month period at approximately 14 per quarter.  For the initial purpose, the pens and readers will be ordered by RCMP K Division Head Quarters in Edmonton to be distributed to the provincially supported detachments.  

The intent is for the Standing Offer to be available for all RCMP K Division detachments in Alberta to use.  

Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

The device/Offeror must meet the following criteria:
- Mark property with substance that is only visible in black light
- Mark items with a unique identifying pin.  One unique identifying pin per device.
- Each device must mark a minimum of 40 items. 
- Adhesive must be non-toxic, non-flammable, and non-corrosive
- Mark any size or type of property (e.g. earings, television, cash, etc.)
- Be self-applied (authorized user not required)
- Track marked item to original owner
- Homeowner is able to catalogue all marked items into a secure database maintained by the homeowner and the supplier at no additional charge.
- Offeror must provide database access to RCMP so RCMP can trace items back to the owner
- Provide warning stickers 
- Offeror must be endorsed by an Association of Chiefs of Police
- Offeror must provide readers for police use only in investigations.

There are no Security Requirements

Applicability of the trade agreement(s) to the procurement: The procurement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA),Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Canadian Free Trade Agreement (CFTA).



Justification for the Pre-Identified Supplier: The identified supplier is the only supplier known to RCMP who is capable of meeting the requirement, who has the product which meets all the listed mandatory specification criteria.

Government Contracts Regulations Exception(s): The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) "only one person is capable of performing the work".

Quantity of the proposed Standing Offer: The proposed Standing Offer is for a 2-year period with the option of 1 additional 1-year option.

Delivery Date: Marking devices to be received within 4 weeks of placing Call up Against the Standing Offer, readers to be received quarterly over 2 years as outlined above.

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.
