    REQUEST FOR REGIONAL INDIVIDUAL STANDING OFFER
    
    RISO-JOHNSON CONTROL PARTS
    
    The Department of National Defence (DND), CFB Shilo Manitoba,
    has a requirement for a Regional Individual Standing Offer
    (RISO) for the supply and delivery of new Johnson Control HVAC
    spare parts, if Identified User requests such goods during the
    period of the Standing Offer. The Johnson Control HVAC spare
    parts will be used to repair and upgrade existing Johnson
    Control systems on-site at DND, Shilo.
    
    The Standing Offer will be valid for a one year period, 01 May,
    2013 to 30 April 2014, with the option to extend for one (1)
    additional one (1) year period, in accordance with the terms and
    conditions as detailed in the Request for Standing Offer.
    
    Offerors must be an authorized distributor for the Johnson
    Control Part products detailed in Annex A, Mandatory Parts List.

    Request for Standing Offer.
    
    The estimated value of the Regional Individual Standing Offer,
    including option year is $240,000.00 (CDN), including GST.
    
    Delivery:  FOB Destination Department of National Defence, CFB
    Shilo, Manitoba, CANADA.
    
    
    TRADE AGREEMENTS
    This requirement is subject to the provision of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP),
    North American Free Trade Agreement (NAFTA) and the Agreement on
    Internal Trade (AIT).
    
    Government on Internal Trade (AIT), Article 506-12 (a) to ensure
    compatibility with existing products, to recognize exclusive
    rights, such as exclusive licences, copyright and patent rights,
    or to maintain specialized products that must be maintained by
    the manufacturer or its representative;
    
    North American Free Trade Agreement (NAFTA), 1016.2. an entity
    may use limited tendering procedures in the following
    circumstances and subject to the following conditions, as
    applicable : (d) for additional deliveries by the original
    suppliers that are intended either as replacement parts or
    continuing services for existing suppliers, services or
    installations, or as the extension of exisiting suppliers,
    services or installatins, where a change of supplier would
    compel the entity to procure equipment or services not meeting
    reqirements of interchangeability with already existing
    equipment or services, including software to the extent that the
    intital procurement of the software was covered by this Chapter;
    
    World Trade Organization Agreement on Government Procurement
    (WTO-AGP), Article XV (d) for additional deliveries by the
    original supplier which are intended either as parts replacement
    for existing supplies, or installations, or as the extension of
    existing supplies, services, or installations where a change of
    supplier would compel the entity to procure equipment or
    services not meeting requirements of interchangeability with
    already existing equipment or services(5);

    procurement.
