DEFINITION OF REQUIREMENT Public Health Agency Canada (PHAC) has a requirement for a QTRAP 6500 Mass Spectrometer for biological research. The Mass Spectrometry and Proteomics (MSP) Core Facility supports National Microbiology Laboratory (NML) in mass spsectrometry analysis. The MSP provides NML with access to mass spectrometry and proteomics instrumentation, software, methods, training, information, and networking. MSP's key technologies include 2D-LV/MS/MS and MALDITOF MS, which are used to measure biological systems at the protein level. These tools are used to provide services and applications for better prevention, treatment and diagnosis of infectious disease. The QTRAP 6500 and accompanying components will be for providing NML with new diagnostic services, e.g., target quantitiaiton for biomarker verification, validation, and detection. These new services are needed to help fulfill NML mandate for rapid, molecular-based diagnostics of infectious disease and bioterrorism-telated activity. MINIMUM PERFORMANCE CRITERIA / SPECIFICATIONS Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following mandatory requirements: Due to space constraints, require a bench-top triple quadrupole mass spectrometry system that has a footprint no larger than 32 inches by 32 inches (not including a nitrogen generator or computer). The instrument's top panel must be able to support the weight of typical HPLC and nanoLC devices, and the LC must be of the appropriate size (same or smaller footprint and less than 32-inches in height) and spill-proof design. The MS and LC systems must be able to switch between nano-flow (100-1000 nl/min) and micro-flow (1-50 ul/min) easily (plug-and-play) and fast (within minutes). This is required to enable switching between different applications for our various clients at NML that require more sensitivity (nano-flow) or more robustness (micro-flow). As a core lab servicing many clients with many different types of biological samples, we require simple plug-and-play nano-LC chips/cartridges for rapid (< 1 min) changing of columns and easy-of-use. This is also required to enable out-sourcing of the column costs to our clients. NanoLC column cartridges must be separate from the electrospray tip to enable changing of the tip independently of the column. The columns must be housed in a temperature controlled chamber for minimizing variability within analytical separations. A 5-2000 m/z mass range for quadrupole scanning is required for analysing target peptides of interest. MRM-triggered full scan MS/MS carried out simultaneously for peptides detected by MRM in a cycle time less than 5 ms which required for structural validation of target peptides without compromising quantitative (MRM) measurements. MS/MS collected simultaneously, within the same run to the MRM experiment, must have product ion sensitivities to detect and sequence 1-5 amol of BSA peptides on a nanoLC column. Must have the ability to carry out MRM3, an experiment for the quantitation of peptides when background interferences in complex matrices prevent the required LLOQ to be attained by MRM alone. Instrument must support this experiment by both hardware and software and provide automated tuning for MRM3 methods for peptides. MRM3 experiments must be performed in a cycle time less than 200 ms for analytical reproducibility for nanoLC separations of peptides in biological proteolytic digests. Ion detector capable of up to 6 orders or more of linear dynamic range required for spanning the concentration range of target peptides of interest. JUSTIFICATION FOR PRE-IDENTIFIED SUPPLIER AB Sciex LP is the only known supplier that can provide a Mass Spectrometer that meets all of the mandatory performance specifications. TRADE AGREEMENTS The following limited tendering reasons pertain to this requirement: Government Contract Regulations, Part 1, Section 6(d) only one person is capable of performing the contract. Government on Internal Trade (AIT), Article 506-12(b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; North American Free Trade Agreement (NAFTA), 1016.2(b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; World Trade Organization Agreement on Government Procurement (WTO-AGP), Article XV(b) when, for works of art or for reasons connected with protection of exclusive rights, such as patents or copyrights, or in the absence of competition for technical reasons, the products or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; DELIVERY DATE The equipment must be delivered on or before March 31, 2014, FOB destination. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
