DEFINITION OF REQUIREMENT Environment Canada regularly deploys Platform Transmitter Terminals (PTTs) on several shorebird species in order to track migration patterns, nesting success and to determine the causes of shorebird population declines. Due to the small size and weight of the birds, the PTTs must be small and lightweight enough not to hamper the bird's normal routines, especially flight. Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following mandatory requirements: PERFORMANCE/ CRITERIA/OBJECTIVES/SPECIFICATIONS Each PTT must meet or exceed the following specifications: 1) have a total weight of all parts (including power/battery component) of 5.00 grams or less. 2) have a profile height of unit (excluding antennae) while mounted on bird's back of 7.5mm or less 3) be externally mounted (no implanting acceptable) 4) have attachment locations for Teflon ribbon (for mounting onto birds in leg loop 'back pack' style) 5) have a built in or permanently attached antennae that must be: a. flexible b. able to withstand breakage in poor weather conditions and during bird mating c. no longer than 8.5" in addition to the unit length 6) be entirely rust-proof 7) withstand extended and prolonged exposure to water, including salt water (i.e. water exposure as expected on a wading (not diving) bird, e.g. rain storms, snow storms, shallow depth wading and splashing at atmospheric pressure). 8) be able to communicate to satellites to upload data via Argos system, including sensor and engineering data. 9) have a transmission interval of less than 120 seconds 10) operate in temperatures as high as +40 degrees Celsius and as low as -3 degrees Celsius 11) have a mechanism for testing each specific unit before deployment on a bird 12) be able to be turned on and off manually 13) be capable of running for multiple consecutive years without re-handling the bird (i.e. battery replacement on a regular schedule is not acceptable) 14) be able to withstand power failures and restart automatically when power source regained Supplier must demonstrate proof of unit testing or deployment on a shorebird species, specifically sandpipers or plovers. Substitutes may be made of a proof of unit testing or deployment on a landbird species of similar weight upon consideration and acceptance by the Departmental Representative (Shorebird Biologist) JUSTIFICATION FOR PRE-IDENTIFIED SUPPLIER Microwave Telemetry Inc. is the only known supplier that can provide a Platform Transmitter Terminals that meets all of the mandatory performance specifications. Comprehensive Land Claims Agreement The area of the agreement is within the Môwhì Gogha Dè Nîîtåèè area, as defined in the Tlicho Land Claims and Self-Government Agreement, and proximate to Yellowknife and Akaitcho Dene First Nation. The requirements of the Tlicho Land Claim and Self Government Agreement will apply to this procurement. The benefits that apply are contained in: Chapter 26, the Tlicho Land Claim and Self Government Agreement, clauses 26.3, 26.3.1 (a). An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
