    This bid solicitation cancels and supersedes previous bid solicitation number EW003-152413/A dated June 23, 2015 with a closing of August 4, 2015 at 2:00 PM CDT. A debriefing or feedback session will be provided upon request to suppliers who bid on the previous solicitation.
    
    
    Public Works and Government Services Canada has a requirement for the provision of Professional Services: 
    
    An Investment Analysis Report
    The Canadian High Arctic Research Station (CHARS) campus is currently under construction in Cambridge Bay, Nunavut. Upon substantial completion of each building, the Facilities Management will become an ongoing responsibility of Canada. Public Works & Government Services Canada (PWGSC) requires the services of an interdisciplinaryconsulting firm to provide technical advisory services to support the Investment Analysis Report of various Facility Management delivery models for the CHARS campus. An Investment Analysis Report to select a Facility Management Strategy for CHARS is required to present analysis and recommendation for long term Facilities Management of the CHARS campus.  The Investment Analysis Report is to determine the best value of money solution including; staff housing, supporting infrastructure, the pros and cons of each strategy complete with risks, cost impacts and recommendations of a preferred strategy.

    Bidders Conference
    A bidders’ conference will be held on 9 February 2016 to provide information and opportunities for bidders to ask questions about the project and the procurement process. Supplier’s attendance is optional. The bidders’ conference will be held at Public Works and Government Services Canada (PWGSC), 167 Lombard Avenue, Winnipeg, Manitoba via web-ex and teleconference. The bidders’ conference will begin at 10:00 am Central Standard Time.
    
    Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance and to receive teleconference instructions. Bidders are to provide, in writing, to the Contracting Authority, the names(s) of the person(s) who will be attending and a list of issues they wish to tableno later than 5 February 2016, 2:00 pm. Any clarifications or changes to the bid solicitation resulting from the bidders’ conference will be included as an amendment to the bid solicitation. Bidders who do not participate in the bidders’ conference willnot be precluded from submitting a bid.
