STERIS Canada Inc. 6280 Northwest Drive Mississauga Ontario Canada L4V1J7 Nature of Requirements: Dry Biodecontamination System 6D063-122722/A Barenz, Leanne Telephone No. - (204) 983-0506 Fax No. - (204) 983-7796 1Vaporous Hydrogen Peroxide Biodecontamination System Introduction The Canadian Science Centre for Human and Animal Health (CSCHAH) has a requirement for a Vaporous Hydrogen Peroxide (VHP) biodecontamination system to decontaminate specific areas within the facility. The CSCHAH currently carries out most of its biodecontamination with the use of Formaldehyde gas. While this is a proven and effective method of gaseous biodecontamination, the industry is moving away from its use because of the hazard it poses both to the environment as well as the people that may come in contact with it (it is listed as a carcinogen) Vaporous Hydrogen Peroxide is one of the leading technologies being used to replace the use of formaldehyde. The Vaporous hydrogen peroxide system is better to use in clean / dry spaces because it can not penetrate soil loads that would be present in a dirty cubicle. It is more effective to use in dry areas because it is very sensitive to humidity. It is also better suited to rooms that may be difficult to ventilate because the vaporous hydrogen peroxide will break down into oxygen and water if left on it's own. Other systems, such as chlorine dioxide do not break down, and need to be physically removed (i.e. ventilated, or chemically neutralized) before the space can be made safe for people to enter again. We will use this equipment to decon electronic equipment, and CL3 and CL4 laboratories; these laboratories have several pieces of expensive and sensitive electronic equipment. There are two main vaporous hydrogen peroxide decontamination systems available. One produces a "wet" hydrogen peroxide vapor, while the other produces a "dry" hydrogen peroxide vapor. The CSCHAH has both types of generators in house, and each system has its own strengths & weaknesses. The intended use of this system is to begin doing more space decontaminations with the generator being located up in the mechanical space, and the hydrogen peroxide vapors being injected into spaces below through a HEPA filter housing. It is our experience that the "dry" hydrogen peroxide vapor is the technology of choice for this application. 1. Mandatory Physical Specifications: 1a Electrical specifications: 120 V 20A 1b Must be portable, and be capable of being wheeled through doorways. 1c Must include a large capacity (2000 grams or more) tank type desiccant dryer complete with all insulation, connecting hoses. 1d Must include a small cartridge type desiccant dryer (capacity of 600 grams or more) which mounts directly onto the main vaporous hydrogen peroxide generator. This cartridge shall come complete with required insulation needed for regeneration. 1e Must include regeneration equipment suitable for regenerating desiccant dryers mentioned in 1c & 1d 2. Mandatory Performance Specifications: 2a Must produce vaporous hydrogen peroxide in a "dry" non-condensing form rather than in a form which intentionally leaves a thin layer of condensation on all surfaces 2b Must accomplish dehumidification with the use of a desiccant dryer in order to make use of existing regeneration equipment @ the CSCHAH 2c Must have a touch panel used for user friendly interface with the on board PLC based control system. 2d Must be capable of pre-conditioning the space being decontaminated (ie manipulating space relative humidity) 2e Must be capable of circulating an airflow of 8-20 SCFM 2f Must have capability to add a wireless control option at a later date. 2g Must be capable of monitoring temperature, humidity, and vaporous hydrogen peroxide concentration with the use of external sensing unit. 2h Must be capable of logging data such as: space temperature, humidity, vaporous hydrogen peroxide concentration, and cycle data. This data must be stored on a removable USB memory stick for use in external reports. 2i System must be capable of decontaminating spaces up to 10000 cubic feet in volume. 2j Control system must allow the cycle to delay the aeration process for a pre-determined amount of time. 3. Additional Requirements: 3a. 12 month warranty on parts and labor 3b. Initial setup, calibration and training at the CSCHAH 3c. Expert service technician located in Canada to ensure quick response time. 3d. Operators manual for both ARD and ARD Regenerator - Hard copy (English) Sole Source Supplier: Steris Canada Inc 375 Britannia Road East, Unit 2 Mississauga, Ontario L4Z 3E2 Trade Agreements The following trade agreements are applicable to this procurement: The Agreement on Internal Trade (AIT) and the North American Free Trade Agreement (NAFTA). Article 1016.2(b) of NAFTA and Article 506.12(b) of AIT are all applicable as this requirement can be fulfilled by only one supplier. Section 6 of the Government Contract Regulations applies as only one person or firm is capable of performing the contract. Estimated Cost: $75,000.00 - $85,000.00 (GST not included) Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
