This requirement has a Mandatory Delivery Date of on or before March 31, 2014 to Edmonton, AB. During initial turn on of the experiment, the frequency response of the atomic quatum dots is unknown. It also has a very small magnitude. Thus, the initial search with the analyzer will be in a wide span to cover the most frequency, but with a narrow resolution bandwidth to lower the noise floor and maximize the signal to noise ratio. The requirement is for a Real-time Spectrum Analyzer designed with a wideband architecture that does not suffer from this problem. The Analyzer must be able to set wide spans and very narrow resolution bandwidths without incurring the penalty of long sweep times. This makes the initial discovery of the atomic quantum dot response very quick and allows us to proceed to fine tuning the experiment. During the experiment, we will be fine tuning the magnetic field which will cause the frequency response of the molecule to change. This tuning of the magnetic field is necessary to optimize the molecule response. In order to make this fine tuning as quick as possible, we require the analyzer to have a "real-time" feel; to capture and display the changing atomic quantum dots response as the magnetic field is changed. This requires a real-time spectrum analyzer with as wide as possible real-time span. The unit must enable the use of wider spans, greater than 165 MHz, while remaining in the real-time mode. Known as DPX sweep, the analyzer must process the wide span in segments, each segment updating at the real-time rate of approximately 390,000 FFTs/sec. The unit must allow for dual spectrum analyzer displays, with independent resolution bandwidth settings (RBW). This allows for multiple, simultaneous analysis of the atomic quantum dot frequency response to help better understand the atomic quantum dot characteristics. Article 1016.2(b) of NAFTA and Article 506.12(b) of AIT are all applicable as this requirement can be fulfilled by only one supplier. Section 6 of the Government Contract Regulations applies as only one person or firm is capable of performing the contract. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
