Trade Agreement: NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: Generally only one firm has been invited to bid Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: GETINGE CANADA LIMITED 6685 Millcreek Drive, Unit 3-5 Mississauga Ontario Canada L5N5M5 Nature of Requirements: Pass-Through Autoclave 01580-150536/A Barenz, Leanne Telephone No. - (204) 229-6909 Fax No. - (204) 983-7796 Public Works and Government Services Canada (PWGSC), on behalf of the Agriculture and Agri-Food Canada, Saskatoon Research Center, intends to negotiate with Getinge Canada Ltd. for the supply and install of a Pass Through Autoclave as per the following mandatory specifications. Pass-Through Autoclave 1) Double-Door (Pass-Through) combination Gravity/Vacuum steam sterilizer (autoclave). 2) Biological Sealing Flange at remote end. This autoclave is replacing an existing unit. To maintain bio-containment integrity (air-tight seal), biological sealing flange must match existing containment lab's steel wall flange design and fit into existing wall opening without modification or reconstruction. A mandatory site visit is required to obtain necessary bolt pattern and flange measurements. Installation by vendor to meet Crown's satisfaction and comply with CFIA Containment Level 2 standards. 3) Interior chamber dimensions: 21"W x 21"H (532 x 532mm) x 38"D (965mm), to be constructed of 316L stainless steel and warranted for a period of 15 years against structural failure. 4) Interior chamber must have two adjustable, extendable and removable shelves. 5) Steam jacket material to be type 316L stainless steel. 6) Stainless steel steam chamber baffle to prevent condensation from wetting load. 7) Thermocouple port with threaded plug for validation purposes. 8) Double vertically sliding counter-balanced manual doors. 9) Steam activated door seal with manual gasket retract valve for emergency chamber access. 10) Stainless steel cabinet with hinged front panel & removable side panels for easy service access. 11) Drain temperature controlled to be below 60ºC. (140ºF). 12) High water alarm. 13) Utilities control with 24/7 programmable start-up and shut-down of sterilizer. 14) Compliance with all applicable federal and provincial manufacturing codes and regulations: ASME code for pressure vessels, Uniform Plumbing Code, UL & CSA. 15) Microcomputer controlled and user adjustable cycle parameters. 16) Controls at Control End (CE) to be located in a remote position (on adjacent wall). 17) Controls at Remote End (RE) mounted above door with a steam deflection barrier. 18) Cycle & phase documentation paper printer at CE with take-up reel or tear off option. 19) Easy to read controls interface screen with up to 18 adjustable cycles: 6 dry, 6 pre-vac & 6 liquid. 20) Large process display screen (min. 8" or 200mm diagonal), and user interface touch panel of: a) Cycle status identifying selected cycle number, phase (dry or liquid) and exposure time. b) Active process display of temperature and pressure with cycle time remaining. c) Process fault alarms and/or critical system text messages, not codes. 21) Supervisory and service level security for parameter control and calibration. 22) Temperature can be set and displayed in degrees Celsius and pressure in PSI. 23) Temperature and pressure controlled without manual steam or water valve adjustments. 24) Needle style analog chamber and jacket pressure gauges as back up to display. 25) Liquid cycle exhaust microcomputer controlled and programmable within a specified range. 26) RS232 port for serial communications, data collection or remote service analysis. 27) Electrical supply: 110/120V, 50.60Hz, single phase. 28) Maintenance and Operator Manuals. 29) One year on-site warranty covering parts and labour. The following limited tendering reasons pertain to this requirement: The following trade agreements are applicable to this procurement: NAFTA/AIT Government Contract Regulations, Part 1, Section 6(d) only one supplier (person or firm) is capable of performing the contract. Article 506.12(b) of AIT, Article 1016: Limited Tendering Procedures of NAFTA, are applicable as this requirement can be fulfilled by only one supplier. Estimated Cost: $85,000.00 - $95,000.00 (GST not included) Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
