If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. TITLE: UltraWAVE Microwave Digestion System (fully automated) The Canadian Grain Commission's (CGC) Grain Research Laboratory (GRL) has a requirement for the supply, delivery, installation and training of one (1) new microwave digestion system. Delivery is to the Canadian Grain Commission, Winnipeg, MB on or before March 25, 2013. CGC is a federal government agency responsible for ensuring the quality of Canadian grain. CGC regulates all aspects of grain handling in Canada through grain quality and quantity assurance programs. The Grain Research Laboratory (GRL) of the CGC undertakes scientific research in order to understand all aspects of grain quality and grain safety and to support the grain grading system. The Trace Organics Trace Elements group (TOTE) of the GRL requires a new microwave digestion system. The microwave digestion system is a piece of equipment that can effectively digest grain samples before they are analyzed by Atomic Absorption Spectroscopy (AA) or inductively coupled plasma - mass spectrometry (ICP-MS). It will be use to prepare grain samples for trace elements analysis. The equipment will be used to enhance the analytical capabilities of the TOTE program for method development, monitoring of cargo shipments and new crop samples, analysis of suspect samples submitted by CGC and trade grain inspectors, and grain safety research. Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements: Has only a single reaction vessel to seal for multiple samples. Requires no assembly and disassembly of individual pressure vessels (where each sample would require its own vessel). Must monitor pressure and temperature for all samples in a digestion run or tray. Able to operate up to 300 °C and pressures up to 199 bar. All samples included in a run must be subjected to the same temperature and pressure during the entire digestion. Able to digest samples of ground cereals, pulses and oilseeds of 1 g or more. Requires less acid quantity (potential for less than 6 to 10 mL of concentrated Nitric acid per 1 g of ground cereal, pulse or oilseed). Must be able to digest a minimum of 15 samples in one digestion run. This procurement is subject to the following trade agreement(s): Agreement on Internal trade (AIT) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection: Government Contract Regulations, Part 1, Section 6(d) only one supplier (person or firm) is capable of performing the contract. The following exclusion(s) and/or limited tendering reasons are invoked under the: Agreement on Internal Trade (AIT) - Article 506-12 (b); Where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists. The Canadian Grain Commission is exempt from NAFTA as it is not identified under the list of applicable Federal Government entities. The estimated value of the contract, is $110,000.00 (GST/HST extra). An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
