    Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    The Northern Forestry Centre (NoFC) of Natural Resources Canada (NRCan) Canadian Forest Service has a requirement for the Supply and delivery a drone LiDAR / photogrammetry system.
    
    Light detection and Ranging (LiDAR) is a technology that enables users to create 3D models of forested environments that enable researchers to estimate a variety of forest attributes such as biomass, timber volume, tree height and many others. LiDAR instruments can be operated from the ground or from the air. Ground-based LiDAR can derive very detailed 3D models that even allow to measure the diameter of individual tree trunks, but can only cover a limited amount of terrain.  LiDAR mounted on airplanes can cover much more terrain, but the 3D information they provide is not enough to reconstruct individual trees. The last decade has seen the development of small LiDAR systems that can be mounted in drones, which provide an intermediate platform that allows to derive sufficiently detailed information in larger areas than a ground-based LiDAR. The Northern Forestry Centre of NRCan Canadian Forest Service is looking for a for a lidar/photogrammetry solution that will be used in a variety of research topics, including forest inventory, forest fuel mapping and post-disturbance recovery.
