The Canadian Forces requires a Task Authorization Contract for a
twenty-one (21) day contractor delivered helicopter
mountain-flying course, which consists of ground school and
twenty-six (26) hours of mountain flying training.  The course
is typically delivered to pilots who have upgraded to aircraft
captain or who are in the upgrade process, during their first
flying tour.

Training is required for approximately eighteen (18 to
thirty-six (36)  candidates per year for the Department of
National Defence.  Services will be required for a period
commencing April 01, 2014 to March 31, 2017 with Canada
retaining the irrevocable option to extend the contract for an
additional period of two (2) additional consecutive one (1) year
periods.

The requirement is conditionally limited to Canadian goods
and/or services.

This requirement is exempt from the following trade agreements
for the following reasons:

NAFTA - Section B - Excluded Services, Exclusions by Major
Service Category V. Transportation, Travel and Relocation
Services, all classes (except V503 Travel Agent Services (not
including Tour Guides).

WTO-AGP - Annex 4 Services, Notes to Annex 4, 4.  The Canadian
offer does not include the following:  procurement of
transportation services that form a part of, or are incidental
to, a procurement contract.
