    Health Canada, First Nations and Inuit Health Branch (FNIHB)
    requires relief nursing services on reserves in northern
    Manitoba on an "as and when requested basis".  The nurses will
    replace Health Canada employed nurses who are either on
    vacation, are sick or where Health Canada is temporarily unable
    to fill a position with an employed nurse.  The period of the
    Contract is for a one (1) year period from date of Contract
    award (estimated for 01 October 2012).
    
    It is expected that Public Works and Government Services Canada
    (PWGSC) will award up to three (3) Contracts as a result of this
    Request for Proposal.  The overall estimated value of work to be
    distributed amongst successful bidders is eighteen (18) million
    dollars.

    This procurement is set aside under the federal government's
    Procurement Strategy for Aboriginal Business.
    
    This procurement is set aside from the international trade
    agreements under the provision each has for set asides for small
    and minority businesses.
    
    Further to Article 1802 of the Agreement on Internal Trade
    (AIT), AIT does not apply to this procurement.
    
    The requirement is limited to Canadian goods and/or services.
    
    
    Bidders' Conference
    
    A bidders' conference will be held at Health Canada, 391 York
    Avenue, Winnipeg, Manitoba, on Wednesday, 01 August 2012.  The
    conference will begin at 10:00am in Boardroom B.  The scope of
    the requirement outlined in the bid solicitation will be
    reviewed during the conference and questions will be answered.
    It is recommended that bidders who intend to submit a bid attend
    or send a representative.
    Bidders are requested to communicate with the Contracting
    Authority before the conference to confirm attendance. Bidders
    should provide, in writing, to the Contracting Authority, the
    names of the person(s) who will be attending and a list of
    issues they wish to table at least three (3) working days before
    the scheduled conference.
    
    Any clarifications or changes to the bid solicitation resulting
    from the bidders' conference will be included as an amendment to
    the bid solicitation. Bidders who do not attend will not be
    precluded from submitting a bid.
