If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award. TITLE: EcoLab 2 Analyzer System The Watershed Hydrology and Ecology Research Division of Environment Canada (NWRI), has a requirement for the supply of six (6) MultiNutrient Sondes to be delivered to Fredericton, New Brunswick. The requested instrument, EnvirTech EcoLab 2 is a very specific instrument which can measure nitrate, phosphate, ammonia and silicate simultaneously and in situ in aquatic environment. The EcoLab 2 is the only known in situ filed multinutrient freshwater analyzer in North America. In particular, nitrogen and phosphorus are key elements in controlling primary productivity in aquatic systems, and monitoring their concentrations is important to assess the health of the watershed. These sondes will be deployed in lakes, rivers and streams, and are required to assess nutrient concentrations and loadings in these systems. Technical specifications for these multinutrient sondes are: Must be deployable in remote sites, and stand alone, that is, they should operate with batteries and log data internally, with no electrical or data cables. Should operate in 30 cm of water Sonde must be rugged, able to withstand changing conditions during long term deployments Sonde, as minimum must be able to measure phosphorus (usually as orthophosphate), nitrogen (usually as nitrate) and temperature. Optional: ability to measure other nutrients such as silicate and ammonium Sonde should be deployable for at least one month, with hourly measurements of nitrate and phosphorus The nutrient sensors must be able to measure in pristine to polluted waters. Minimum detection limits should be at or less than 0.005 mg/L for nitrate and phosphorus. Sonde should be deployable from 0 - 40° C. Data should be downloadable from the field, either using a hand held data logger, or lap top computer. Delivery: On or before March 28, 2013 The following limited tendering reasons pertain to this requirement: Government Contract Regulations, Part 1, Section 6, (d) only one supplier (person or firm) is capable of performing the contract. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
