Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Attachment: None Non-Competitive Procurement Strategy: Government Objectives Representing Best Interests/Value to Govt Comprehensive Land Claim Agreement: No Vendor Name and Address: Quint Systems Inc. 6- 245 Labrador Drive Waterloo Ontario Canada N2K4M8 Nature of Requirements: National Research Council - Carriage Control System Upgrade Advance Contract Award Notice (ACAN) National Research Council Canada has a requirement for the provision of services to upgrade their Carriage Control System. The purpose of this ACAN is to signal the government's intention to award a contract for these services to Quint Systems Inc. Before awarding a contract, however, the government provides other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen calendar day posting period. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract. If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier. Definition of the requirement The work includes replacement of front end (user interface), upgrade ice tank drive system, replace high speed encoder cards, rewrite and test operator interface application, provide all required Safphire and PLC programming changes, update electrical schematics (both tow & ice tanks systems), supply spare cards and correct issues with speed profiler / independent setting of accelertion. All components must be compatible with existing systems. Criteria for assessment of the statement of capabilities Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: Minimum Essential Requirements: Demonstrate direct experience with the Hardware and Software components in the current NRC system, and with the proposed replacement components. These include but are not limited to: Hardware Components: SAF Drive Systems Ltd.'s PLC system, Motor Controllers, and Amplifiers. Microsoft Windows based Pcs; OMRON PLC system; Software development systems for the above classes of hardware Demonstrate direct experience in the design, implementation, and the successful commissioning of a similar scope of work on a high speed towing tank installation in Canada or the United State of America. Budget: Be able to stay within the budgetary level provided. Schedule: Bidders must be capable of meeting a March 31, 2014 delivery of the installed completed system. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement: Agreement on Internal Trade (AIT) Justification for the pre-identified supplier The proposed company is the only known contractor with detailed knowledge of the control system, hardware, software and algorithms currently in use on the Towing Tank and Ice Tank Carriages. Quint has hands on experience on this equipment, and they created the IP currently used. Government Contracts Regulations Exception The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - only one person is capable of performing the work. Period of the proposed contract: Work under this contract must be completed by March 31, 2014. Cost estimate of the proposed contract The estimated value of the contract, is $139,882.70 HST included. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is December 23, 2013, 2:00 PM NST. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
