    Aircraft Charter for Arctic Travel Services 
    
    Public Services and Procurement Canada (PSPC) has a requirement, on behalf of the Department of Fisheries and Oceans/Canadian Coast Guard in St. John’s, NL, for the provision of an aircraft charter for crew changes.  
    
        
    Mandatory Requirements:
    
    1. Aircraft must be capable of taking all Canadian Coast Guard passengers at one time.
    
    2. Aircraft must be able to take palletized cargo. 
    
    3. Flight crew must have full flight hours available when departing St. John’s, NL and return location on crew change day.  No stop-overs for flight crew change out.
    
    4. Full in-flight meals must be provided; two hot nutritious meal choices for breakfast, lunch and supper.
    
    5. If stop-over for refuelling, weather or other delays is required, it is requested that only the following locations to be used due to availability of appropriate hotel accommodations, provisions/food sources and paved runways.

    6. Ground support personnel and a forklift is required at airport hangers to assist in loading and offloading aircraft.  
    
    7. Supplier of charter is to provide CCG with time of departure, time of arrival and any delays.

    8. In case of delays, request to have indoor or enclosed temperature controlled storage in crew change communities.
    
    9. Within 48 hours of completion of the scheduled crew change, the supplier will provide a summary report of the crew change.  The summary is to include actual departure and arrival times and any notable occurrences (mechanical, weather delays, etc.).
    
    10. Aircraft must be capable of carrying 5,000 pounds of cargo to and from destinations.
    
    
    11. Fifty (50) pounds of luggage per person to and from destinations must be allowed.
    
    12. Full in-flight meals are to be provided and included in the firm price for each flight.
    
    13. No alcoholic beverages are to be served.
    
    14. Aircraft must have washroom facilities.
    
    15. As personnel change locations are sometimes subject to change on short notice, service provider must be licensed to transport passengers outside of and back to Canada;
    
    16. Aircraft must be gravel runway equipped since the vessel program may result in a change to the crew change location.
    
    17. Covered storage for perishables must be provided while waiting for transfer to the vessel in crew change locations.
    
    18. Ground transportation must be provided at Airport Hangers.
    
    19. No dangerous goods will be shipped.
    
    20. Bidder is to provide a firm all-inclusive price (all costs and fees included) per flight.
    
    21. Provide a company profile and specifically outline past experience in Arctic flying.
    
    22.  Provide details on type of aircraft offered, licenses, landing and refueling rights (ie. Appropriate authority to fly out of country to various destinations).
