    This bid solicitation cancels and supersedes previous bid solicitation number F6815-180001/A dated 23 November 2018 with a closing of 11 December 2018 at 2:00 PM NST.     In recognition that employees may become involved in a critical incident through their work, the Atlantic Region of Canadian Coast Guard Fisheries and Oceans Canada (DFO) are establishing a Critical Incident Stress (CIS) Peer Team. The goal of the initiative is to provide effective assistance to employees involved in critical incidents within 24 hours of the event, thereby preventing or mitigating symptoms of CIS and Post Traumatic Stress Disorder (PTSD). The Critical Incident Stress Management (CISM) Initiative is based on and utilizes a modified Mitchell/ICISF Model.
    
    Canadian Coast Guard (CCG) and Fisheries and Oceans Canada (DFO) has approximately 1900 employees throughout the four Atlantic provinces. The CISM Peer Team will consist of approximately 20-40 trained peers from across the region and from various operational groups and one CISM Coordinator. Peers serve on the team for a two-year timeframe and have the option to renew their commitment every two years. CCG/DFO are looking for 1 (one) external Mental Health Professional (MHP) within the four Atlantic Provinces to complete the team. 
    
    IMPORTANT: In order to submit a bid, offerors must read/understand and be able to meet all the specifications listed in the attached Statement of Work document, which forms part of Annex "A". In a technical bid document, bidders must demonstrate how their product meets the required specification.
