    Military Personnel Management Capability Transformation (MPMCT) Project
    
    
    1. Purpose:
    
    The purpose of this notice is to update industry on Canada’s planned procurement approach for acquiring Systems Integrator (SI) services to support MPMCT.
     
    
    2. MPMCT Requirement Overview:
    
    The Department of National Defence (DND) has a requirement for a modern, flexible and integrated Military Personnel Management (MPM) capability, encompassing Human Resources (HR) and Payroll for the Canadian Armed Forces(CAF). This requirement flows from the Canada First Defence Strategy.
    
    The MPMCT Project has been established to manage the development and delivery of a new MPM capability which involves developing a modern regulatory and policy framework, transforming MPM business processes and upgrading and acquiring modern, integrated Information Management and Information Technology (IM/IT) enablers based on the Commercial Off-The-Shelf Enterprise Resource Planning (ERP) software, Oracle PeopleSoft.  The new MPMcapability is to be called “Guardian”.
    
    The MPMCT Project Scope is defined as the implementation and integration of Guardian, which includes:
    
    a) Transforming DND/CAF business that supports the delivery of HR and payroll services, including: policy transformation; business process re-engineering and training;
    
    b) Configuring, implementing and integrating Oracle PeopleSoft that will replace legacy CAF HR and payroll applications;
    
    c) Modernizing the supporting Information Technology (IT) infrastructure (in conjunction with Shared Services Canada (SSC));
    
    d) Migrating data from legacy applications into Guardian.
    
    e) Developing and integrating interfaces between Guardian and other DND applications/systems, as well as other Canadian GovernmentDepartments and external partners that require CAF HR and payroll information; and
    
    f) Transitioning Guardian into an in-service state.
    
    
    2.1 MPMCT Status Update:
    
    As detailed in W8474-11MP01/K (published on BuyandSell.gc.ca 2015/07/20), Canada has proceeded with having Public Services and Procurement Canada (PSPC) (formerly Public Works and Government Services Canada) conduct the definition work for military pay through Phoenix (the Government of Canada’s new payroll solution).  In order to progress with this work, DND and PSPC conducted joint workshops with the PSPC Pay Modernization contractor to plan and estimate the work and will complete a number of Military Pay on Phoenix (MPP) definition deliverables by the end of the MPP Definition phase in November 2016.  
    
    The MPMCT SI Contracting Authority will make all relevant MPP workshop materials (e.g.  PowerPoint presentations, documentation outlining key decisions and results) available to industry once such documentation has been completed. In addition, all relevant resulting MPP definition phase deliverables will be made available to members of industry once they have been completed.
    
    Any interested potential bidders for the MPMCT SI requirement who would like to obtain copies of the documentation described above, as it becomes available, should contact the MPMCT SI Contracting Authority by email. Only suppliers who sign a non-disclosure agreement and hold the necessary security clearances will be permitted access to these documents.
    
    
    3. MPMCT SI Requirement:
    
    3.1 SI Requirement Overview:
    
    DND requires System Integration professional services necessary to support the MPMCT Project in the development and implementation of Guardian in the areas of:  requirements and systems analysis; application development and integration; business process re-engineering; information integration; data migration; application and data security; as well as provide expert technical resources to augment DND/CAF’s technical in-service support teamas and when required.
    
    
    3.2 MPMCT SI Procurement Approach:
    
    Canada will use a multi-phased procurement strategy for the MPMCT SI requirement.   The strategy consists of an Invitation to Qualify (ITQ) phase, a Review and Refine Requirements (RRR) phase,and a Request for Proposal (RFP) phase. 
    
    Canada anticipates publishing the ITQ early January 2016 in order to qualify potential bidders who demonstrate that they have the necessary corporate capabilities and past experience required to deliver a solution of similar size and complexity to DND/CAF’s MPMCT SI requirement. 
    
    The ITQ Responsive Suppliers (those who have met all ITQ mandatory criteria) will then participate in an RRR phase by reviewing draft RFP documentation and accessing system information on the current military HR and Pay systems through a series of review sessions with Canada.  The RRR phase will provide ITQ Responsive Suppliers with the opportunity to provide feedback to Canada and to obtain a better understanding of the businessand technical requirements. 
    
    The resulting RFP will then be issued directly to ITQ Responsive Suppliers in order to solicit their bids.
