Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Transformation Program Office (TPO) G9292-188396/A THIS IS NOTIFICATION REGARDING AN ANTICIPATED PROCUREMENT PROCESS; THIS IS NOT A SOLICITATION. 1. Purpose The purpose of this NPP is to provide industry with advance notice of the anticipated Request for Proposal (RFP) for a Transformation Program Office (TPO) for Employment and Social Development Canada (ESDC) in support of the Benefits Delivery Modernization (BDM) project and potentially other transformation projects. 2. Summary Overthe years ESDC/Service Canada has been investing in and implementing automation and service improvement initiatives such as Employment Insurance (EI), Canada Pension Plan (CPP) and Old Age Security (OAS) which have focused on improving efficiencies. The BDM project and other transformation projects were created in order to continue to support a demanding and dynamic business environment and ever growing service delivery expectations. It is anticipated that the scope of the TPO requirement may include, but is not limited to, the following: i. Strategic advice and guidance to ESDC on the management and execution of the Benefits Delivery Modernization project; ii. Expertise, advice and resources to assist ESDC in procuring world class design andimplementation services for the Benefits Delivery Modernization project; iii. Transformation tools and methodologies; iv. Expertise, advice, and resources in support of Program Management, Value Management, Change Management, and Performance Management; v. Business Architecture and Technical Reference Architecture support; and vi. Expertise, advice, and resources as required to assist ESDC in completing required foundational work during the Project Definition phase, including pre-implementation preparations. 3. Conflict of Interest It is anticipated that the following Conflict of Interest (COI) clauses will be included in the TPO contract terms and conditions: A. ESDC plans to prepare bid solicitations in the context of the Benefits Delivery Modernization (BDM) project and potentially other transformation projects. The Work to be performed by the Contractor under this Contract is related to the preparation of bid solicitations for the BDM project, and potentially other transformation projects, and may include for example the drafting of statements of work and evaluation criteria, as well as conducting project assessments and providing advice and guidance related to the projects. B. The Contractor agrees that, in order to avoid any Conflict of Interest or appearance of Conflict of Interest, the Contractor, its subcontractors and their respective employees or former employees involved in the Work under this Contract will not be eligible to bid, either as sole Bidder, Joint Venture or subcontractor to the Bidder on any bid solicitation related to the BDM project and other transformation projects, including but not limited to the project(s) listed below: i. Procurement(s) for ESDC’s core Benefits Delivery Modernization (BDM) solution under solicitation G9292-176824, and any subsequent procurements that may result from the core BDM solution Contract. ii. Procurement(s) for other ESDC transformation projects when the Work under this Contract is related to other ESDC transformation projects as outlined in 3.A. above. C. The Contractor, its subcontractors and their respective employees and former employees involved in the Work under this Contract will not be precluded from bidding on any subsequent solicitation for TPO related work. Any bid submitted contrary to the above paragraphs A & B will be declared non-responsive. 4. Anticipated Procurement Strategy and Timeline It is anticipated that a Request for Proposal (RFP) will be advertised on the Government Electronic Tendering Service (GETS) in spring 2017. 5. Enquiries On behalf of ESDC, the Public Works and Government Services Canada (PWGSC) employee indicated below has been designated as the Contracting Authority. To ensure the integrity of the procurement process all enquiries regarding the BDM TPO procurement must only be directed to the Contracting Authority. As this Notice is not a bid solicitation Canada will not necessarily respond to enquiries in writing and will not circulate questions/answers to industry. 6.
