    ***********************************************************

    This is the Request for Information #1 pertaining to the claims processing services for Citizenship and Immigration Canada (CIC).

    The purpose of this RFI is to inform industry of CIC’s requirement for the IFHP and to provide industry an opportunity to provide feedback on the requirement and subsequent engagement activities. Responses to this RFI will assist Canada, initiating a dialogue about the requirements and possible solutions.

    The Interim Federal Health Program (IFHP)

    The purpose of this program is two-fold:

    a) To provide within Canada limited, temporary coverage of health care costs for specific groups of people, such as protected persons (including resettled refugees), refugee claimants, rejected refugee claimants and certain persons detained under the Immigration and Refugee Protection Act ("IRPA") during their period of ineligibility for provincial or territorial health insurance; and

    b) To provide prior to arrival in Canada coverage for certain pre-departure medical services to refugees destined to Canada for resettlement.

    The IFHP does not provide direct services to beneficiaries. It relies on a network of Providers across Canada to deliver health care services directly to beneficiaries and the Claims Processing Services is administered through a third-party Contractor.

    The Claims Processing Services

    The IFHP includes all services and supporting systems used to:

    a) Process beneficiaries under IFHP health benefit claims;
    b) Support Providers with the processing and settlement of their claims;
    c) Ensure compliance with the IFHP Program policies, including audit, reporting and financial control practices; and
    d) Automate information management systems for the processing and payments of claims in accordance with IFHP Program Beneficiary/benefit eligibility and pricing policies.

    This is not a bid solicitation. This RFI will not result in the award of any contract. Potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. Nor will this RFI result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI, it will not preclude that supplier from participating in any future procurement. Also, the procurement of any of the services described in this RFI will not necessarily follow this RFI. This RFI is simply intended to solicit feedback from industry with respect to the subject matter described in this RFI.
    Delivery Date: Above-mentioned

    The Crown retains the right to negotiate with suppliers on any procurement.

    Documents may be submitted in either official language of Canada.
