Trade Agreement: LCSA/AIT Tendering Procedures: Generally only one firm has been invited to bid Attachment: None Non-Competitive Procurement Strategy: Government Objectives Representing Best Interests/Value to Govt Comprehensive Land Claim Agreement: No Vendor Name and Address: CANADIAN DENTAL ASSOCIATION / L'ASSOCIATION DENTAIRE CANADIENNE 1815 Alta Vista Drive Ottawa Ontario Canada K1G3Y6 Nature of Requirements: ADVANCED CONTRACT AWARD NOTICE Dental Clinic Accreditation Services for the Department of National Defence (DND) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the Requirement: DND has a requirement for the provision of accreditation of Canadian Armed Forces (CAF) dental services at different locations across Canada. Currently, DND engages in a nationally recognized system wide accreditation of its health care delivery, however, the dental services are not part of this process. In order to ensure the highest quality and standards of dental services provided to the members of the CAF, DND has a requirement to provide its dental services, with a nationally recognized dental accreditation process. The intent of this process is to create a model that accredits individual CAF dental treatment facilities and system. The Contractor must carry out an accreditation program with accreditation standards suitable to the Canadian Forces Dental Services (CFDS) by conducting on-site surveys, providing training, support, and reports during the accreditation cycle. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements): Any interested supplier must demonstrate by way of a statement of capabilities that it has conducted accreditation surveys for dental services and meets the following requirements: (a) Demonstrate your organization has a nationally recognized dental accreditation process and include the accreditation standards used; (b) Demonstrate how many accreditation surveys for dental services have been completed to date by your organization; (c) Provide the names of organizations for which you have conducted accreditation surveys for dental services; and, (d) Demonstrate how the work will be conducted at various locations across Canada. Applicability of the trade agreement(s) to the procurement: The following trade agreements are applicable to this procurement: · The Agreement on Internal Trade (AIT). Comprehensive Land Claims Agreement(s): For this procurement, any services delivered in Yellowknife, NWT, are subject to the Tlicho Land Claims Agreement. Justification for the Pre-Identified Supplier: The Commission on Dental Accreditation of Canada (CDAC) is a subdivision of the Canadian Dental Association (CDA). Within the dental industry in Canada, CDAC/CDA is the accrediting body of all dental, dental specialty, dental residency, dental hygiene and dental assisting education programs as well as dental services within a health care system or facility. The only exception is in Quebec, where dental services accredited by Ordre des Dentists du Québec are recognized by CDAC. CDAC currently has the accreditation requirements to align with the DND structure and to DND policies and processes currently in place on a national basis. Government Contracts Regulations Exception(s): The following exception to the Government Contracts Regulations is invoked for this procurement under Section 6, 6 (d) only one person or firm is capable of performing the contract. Exclusions and/or Limited Tendering Reasons: The following exclusion(s) and/or limited tendering reasons are invoked under Article 506.12(b) of AIT as this requirement can be fulfilled by only one supplier. Ownership of Intellectual Property: Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. Security Requirement: This requirement is subject to a security requirement as the supplier and its employers may be required to access protected and/or classified information or assets. Period of the proposed contract or delivery date: The proposed contract will be for a period of five years from contract award with an option to extend the contract by up to one additional five-year option period under the same conditions. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Closing date of a submission of a statement of capabilities: The closing date and time for accepting statements of capabilities is October 29, 2014 at 2:00 p.m. EST. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
