    A Request for Information (RFI) issued by Public Works and
    Government Services Canada on behalf of Environment Canada, is
    seeking information from Industry regarding the use of a Law
    Enforcement COTS system(s)/application(s) as a data management
    solution including software, applicable licences, annual
    maintenance and support.  
    
    Environment Canada, through the Enforcement Branch, will be
    seeking to procure a vendor solution for a COTS Law Enforcement
    Solution and the necessary services for the implementation,
    testing, training and required configuration of the product.  In
    addition, any proposed vendor is required to provide on-going
    maintenance and support for the duration of the contract period
    including any option years. 
    
    The RFI is intended only to solicit feedback from industry with
    respect to the matters described in the RFI. 
    
    Background
    
    In 1998, Environement Canada, whose mandate is to apply federal
    environmental and wildlife legislations, developped a data
    management system to store enforcement activity information. 
    Since creation of the Enforcement Branch and the the system, the
    structure of the work has changed.  As a result of these
    changes, the Law Enforcement System currently in place is no
    longer suitable to the increasing number of request for
    information received from users and stakeholders (management,
    enforcement officers, parliament, etc.).  
    
    In order to find another IT solution for the Enforcement Branch
    users, Environment Canada is currently seeking information from
    the industry regarding the use of a Law Enforcement COTS
    system(s)/application(s) as data management solution.  This
    proposed solution would allow for a read-only link to important
    information in the legacy system (i.e. the system currently in
    use), as well as allow for interaction with key partner
    databases. The functional requirements for this solution are
    described in the attached document.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
