Public Works and Government Services Canada (PWGSC), also known as, Public Services and Procurement Canada (PSPC), is issuing a Notice of Proposed Procurement on behalf of Transport Canada (TC). Transport Canada requires a national electronic solution for the data capture, storage, analytics and workflow system for the purpose of capturing data related to major enforcement and investigation activities within the transportation sector. The Major Investigation Specialized Software solution (herein also referred to as the MISS solution or the solution) will support investigations of reported infractions against Acts and Regulations administered by Transport Canada. This solution must be able to function in the Department Protected B Cloud environment. The MISS solution must be a fully integrated, enterprise scalable, secure, commercially available software product to manage the capture, collection, classification, storage, organization, prioritization, management, flow, and disclosure of investigative information relating to enforcement. The software solution must have the capability to be able to support 650 concurrent users without any performance degradation. TC estimates the initial purchase of 125 licenses, scalable to 650 users. The Contractor must have experienced working knowledge with the principles of Major Case Management and investigative major case management systems with an emphasis on tracking incidents using an analytic approach to investigations; Experience with Business Analysis and Organizational Change Management activities with projects that implement commercially available software packages to replace manual processes and paper-based systems; Proven ability to support client organizations with appropriate business process and organizational change management support; Solution Architecture experience delivering complex information systems requirements with an emphasis on solution conceptualization, organizational alignment, and commitment building at the executive and senior management level in a public sector organization. The services will be carried out as a project comprised of four proposed phases where each phase has a predetermined set of objectives, tasks and deliverables defined by Transport Canada. Implementing the Software Solution will be organized into four phases: Phase 1: Project Initiation; Phase 2: Project Planning; Phase 3: Project Execution and Control - Configuration, Testing, Implementation, Transition; Phase 4: Deployment and Support.
