    The purpose of this notice amendment is to extend the closing date.
    
    The Department of National Defence requires a Commercial Off-the-Shelf (COTS) Search and Rescue (SAR) Mission Management System (SMMS) solution that is already in use with other nations for both aerospace and maritime SAR, to conduct, command, control, and logging of SAR activities. It is intended to result in the award of a contract for two years, plus eight one-year irrevocable options allowing Canada to extend the term of the contract.
    
    The application must be interoperable with other SAR systems and comply with internationally agreed to standards used for coordinating Search and Rescue incidents, in particular the international agreements related to the transmission and reception of Search and Rescue Satellite beacon information (the international COSPAS-SARSAT programme). DND estimates the initial purchase of 110 licenses. The SMMS System must support up to 150 concurrent operators without performance degradation.
    
    The project is to be delivered in two (2) phases, as follows: 
    
    Phase 1 will commence at Contract Award and last through the
    deployment of a solution fulfilling the Interim SMMS Core Application
    requirements. The objective of the first phase is to rapidly deploy a Commercial Off-the-Shelf (COTS) application as an interim SMMS System into SAR operation to replace the current system. It consists of planning,engineering design, testing, security accreditation, deployment, training,transition support, and in-service support of the application.
    
    Phase 2 may commence, at Canada's discretion, following
    acceptance of the Interim Core Application with the intent of gradually enhancing the SMMS CoreApplication to fulfill the Full SMMS Core Application requirements.
    
    Canada’s intent is to work with the Contractor to further enhance the SMMS Core Application accepted in Phase 1.This is to be done by working collaboratively with the Contractor to identify and prioritize groups of features to be implemented and released together in new versions of the application.
