Summary

This bid solicitation is being issued to satisfy the requirement
of Shared Services Canada (SSC), on behalf of the Government of
Canada, for a commercially available Hosted Internet Search
Service (HISS) to add search functionality to Government of
Canada public Internet sites.

The scope of the bid solicitation includes:

1. The delivery of a license to access and use the Licensed
Software Subscription Services, for a Hosted Internet Search
Service (HISS), (hereinafter referred to as the Licensed
Software Subscription Services, and where the context requires,
as HISS), meeting all the requirements as stated in Annex A -
Statement of Requirements (SOR);

2. Upon acceptance of the Licensed Software Subscription
Services by Canada, a Warranty, and provision of ongoing
Licensed Software Subscription Services Maintenance and Support
during the initial Contract Period and any extension thereof; and

3. The delivery of all Software Documentation in conjunction
with the Licensed Software Subscription Services, during the
initial Contract Period and any extension thereof.

It is intended to result in the award of a contract for 3 years,
plus 4 one-year irrevocable option(s) allowing Canada to extend
the term of the contract. The Licensed Software Subscription
Services must operate at all times in accordance with the
Statement of Requirements. Any resulting contract may be used by
Shared Services Canada (SSC), and Client(s) identified by SSC
from time to time.  At present, SSC's potential  "Clients"
include: 

(a) any department, board or agency of the Government of Canada
or Crown corporation, as those terms are defined in the
Financial Administration Act (as amended from time to time); and 

(b) any other organization for whom the Minister of Public Works
and Government Services Canada (who is also the minister
responsible for Shared Services Canada) is authorized to provide
service from time to time pursuant to Section 16 of the
Department of Public Works and Government Services Act. 

If new legislation is enacted that specifies the mandate of SSC,
that legislation may affect who may be Clients of SSC.  Although
Canada may make the Hosted Internet Search Service available to
any or all the Clients, this bid solicitation does not preclude
Canada from using another method of supply for entities of the
Government of Canada with the same or similar needs.

The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), and the Agreement on Internal
Trade (AIT).
