Trade Agreement: NAFTA / CFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: 1.2.1 Canada has an initial requirement for a commercially available Inventory Management and Equipment Requests Commercial Off-The Shelf Software, otherwise referred to as Inventory COTS Software, (the "Software Solution") for approximately 15 Perpetual Software Licenses for Natural Resources Canada’s (NRCAN) Polar Continental Shelf Program (PCSP). The Software Solution’s function will be to manage the inventory of two PCSP warehouses including the tracking of individual items, the creation of check in/check out requests, the sale and disposal of items, the tracking of movement of items between warehouses, the inputting of purchase requests and other functions described in Annexes A & D of this bid solicitation document. Bids will be evaluated based on mandatory and point-rated evaluation criteria, after which a Usability Case Test (UCT) will be performed against to evaluate how the Bidders’ proposed Software Solution meets the features and criteria evaluated in the previous steps. As one of PCSP’s two warehouses is in a remote location, one critical functional element of the Software Solution is the ability to function and synchronize inventory data over a low-speed satellite internet link operating at a nominal speed of 1.0 Mbps; any proposed Software Solution must be able to function over this connexion and a Proof-of-Proposal (PoP) Test may be effected to verify this functionality during the evaluation process. The required Software Solution must include Perpetual Licensed Software, a 12-month warranty, software maintenance and support, Professional Services including Training and documentation. An initial training session must be delivered to Canada’s Client Users; NRCAN will also require the provision of implementation, testing and migration services as part of the pre-production phase. Additional training and professional services must also be provided, on an as and when requested basis once the Software Solution has entered production within NRCAN’s IT environment. The bid solicitation is intended to result in the award of a contract for 1 year, plus 9 additional one-year irrevocable option(s) allowing Canada to extend the term of the contract. All parts of the Software Solution must be available to the Client Users 24 hours a day, 7 days a week, 365 days a year, in English, and operate at all times in accordance with the Statement of Requirements in the Client's operational environment described in the bid solicitation. The term "Client User" refers to the employees of the Government of Canada, the Minister's office and staff, and other individuals authorized by the Client to perform services in relation to the business and affairs of the Client, including public servants from other departments and contractors or consultants performing work for the Client from time to time. Although Canada may make the Inventory COTS Software Solution available to any or all of the Clients, this bid solicitation does not preclude Canada from using another method of supply for entities of the Government of Canada with the same or similar needs. This bid solicitation also requires that Bidders include a video submission with their bid. This video submission must provide a user-driven demonstration of the proposed Software Solution’s features to allow evaluation as specified under Annexes A & D of this solicitation document. The set of features that must be included in the video submission are listed under Appendix C to Annex A. 1.2.2 This bid solicitation contains a security requirement in relation to the supply chain of each of the Bidders including a separate closing date to provide this information to Canada; see Part 3 - Bid Preparation Instructions for additional information on the assessment of bidders’ Supply Chain Security Information (SCSI). 1.2.3 The requirement is subject to the provisions of the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Colombia Free Trade Agreement (CColFTA), the Canada-Panama Free Trade Agreement (CPanFTA) if it is in force, the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Canadian Free Trade Agreement (CFTA). 1.2.4 This procurement is subject to the following Comprehensive Land Claims Agreement(s): - Nunavut Land Claims Agreements (NLCA) 1.2.5 This bid solicitation is to establish a contract with task authorizations (TA) for the delivery of the requirement detailed in the bid solicitation, to the Identified Users across Canada, including areas subject to Comprehensive Land Claims Agreements. 1.2.6 "This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.
