    ATIP CASE MANAGEMENT AND IMAGING SOFTWARE SOLUTION
    
    Canada has an requirement for a commercially available ATIP Case
    Management and Imaging Software Solution (ACMISS, the "Software
    Solution") for the Department of Healt Canada and the Public
    Healt Agency. The requirement includes delivery, installation
    and implementation, 12-month warranty, software maintenance and
    support, and documentation. Implementation and Configuration of
    the Software Solution, an option to extend the scope of the
    license, Training and Professional Services, must also be
    provided, if requested.
    
    The objectives of this bid solicitation for Health Canada and
    the Public Health Agency of Canada (PHAC) are to deliver, enable
    and support the following:
    A Software Solution that must enable Users to perform the tasks
    and duties that are required to process Access to Information
    Act and Privacy Act (ATIP-PR) Requests;
    Improved efficiencies and a consistent approach, maximizing
    process consistency among staff, minimizing the requirement for
    the user to seek information on next steps or data entry
    requirements, typically by having the system "push" information
    to the user, providing clear context-oriented instructions at
    any point in a process and on-line Help (e.g., definitions,
    articulation of service-lines, additional information on work
    processes, who to contact for additional help/explanations, etc);
    Fully centralized and secure electronic access to ATIP
    information for authorized Users;
    Defined quality measures incorporated into the ATIP Case
    Management and Imaging Software Solution for tracking purposes,
    auditing functionality, including automatic reminders of client
    due dates and support for the reporting of management
    information and metrics;
    Increased efficiencies allowing Users more time to identify and
    focus on what matters;
    Reduction of repetitious paperwork activities;
    Better support for reporting and decision-making;
    Faster report generation and decision-making capabilities by
    utilizing single data source access, which facilitates multiple
    views of inter-related data;
    Provide for user feedback and suggestions to the ATIP Section to
    ensure continually improving levels of satisfaction, adaptation
    to changes in requirements, and potential improvements to
    processes; 
    Production of consistent responses; and 
    Over the long term to enable Health Canada and PHAC to become
    more effective in processing of information, responding to
    internal ATIP requirements, and meeting legislated requirements;
    provide performance measures and comparisons of performance to
    service standards, and variance analysis (financial, salary,
    benefits, etc.) for the current period of the budget and year to
    date, including the automatic generation and transmission of
    periodic variance reports to managers and clients; and ensure
    increasing ATIP activity can be maintained and addressed by
    Health Canada and PHAC ATIP Section.
    
    The scope of the ACMISS is a complete ATIP solution that
    includes:
    Complete case management of Requests;
    Imaging of documents;
    Redaction of imaged documents; 
    Storage and efficient retrieval of images; and 
    Other management functions required accomplishing an end-to end
    processing of ATIP and potentially other Requests. The Software
    Solution is required to provide Users with access to a series of
    standard reports. The Software Solution is also required to
    allow Users to create additional reports based on predefined
    reporting fields. User and system documentation is also required
    and must be kept current during the contract periods.
    
    This bid solicitation is intended to result in the award of a
    contract for 1 year, plus 5 one-year irrevocable options
    allowing Canada to extend the term of the contract.
    
    The requirement is subject to the provisions of the World Trade
    Organization - Agreement on Government Procurement (WTO-AGP),
    the North American Free Trade Agreement (NAFTA), the
    Canada-Chile Free Trade Agreement (CCFTA), and the Agreement on
    Internal Trade (AIT).
