    SUPPLY FENDER CAMEL
    
    Fender camels are utilised by the Canadian Forces Auxiliary
    Fleet to support fuelling operations of water compensated ships.
    The camels provide a stable platform which facilitates the hOok
    up of collection hoses which are attached near the water line to
    receive compensatory water from fuel tanks during fuelling
    operations. This effluent contains petroleum products and must
    be captured and processed to prevent contamination of harbour
    waters 
    Two fender camels are required to allow space between the ship
    being fuelled and the collection barge. The camels must be
    stable and sufficiently robust to provide personnel a working
    platform and maintain distance between the vessel and barge. The
    camel must be 15 ft long by 6 ft wide to produce sufficient
    fendering length and to allow hoses to be deployed and recovered
    from the ship discharge hull fitting. The camels must have a
    freeboard of l' 6"- l' 8' to properly align with the discharge
    hull fitting. The construction material must be made from
    environmentally stable material reinforced to provide structural
    strength to withstand the pressure between the ship and barge.
    Displacement tonnage for various vessels, Arleigh Burke Class
    9,238, Algonquin 5,300, YOM Class 1,000. The camel must be able
    to withstand the resultant pressures in conjunction with tidal
    and wind pressures normally associated with Esquimalt Harbour.
    Other features include 
    - lifting points of sufficient strength to lift the camel 
    - Four securing cleats for tying up 
    - Platform top to enable personnel to handle hoses and ship side
    connections 
    - Constructed of an engineered product with the following
    features, non corroding, non rotting, 
    petroleum degradation resistant, UV resistant without coatings,
    resist marine growth accumulation and easily cleaned. 
    - Camels must be maintenance free for a minimum of ten years 
    - Non marking 0 rubber fendering on four sides 
    The camels must have extreme crush resistance and made from a
    material that the buoyancy can be modified to provide a stable
    work platform
    The contractor must have a proven line of products which meet
    the requirements with minimal modification.

    The sourcing strategy related to this procurement is subject to
    the Agreement on Internal Trade (AIT). This procurement is
    exempt from NAFTA [see Chapter 10, Annex 1001.1b-2, paragraph 1
