REQUIREMENT
General
To supply one (1) Marine Rated Crane for the Parks Canada to
replace the current crane on board MV Gwaii Haanas II.

General Description
The Gwaii Haanas II is a 17 meter vessel with a displacement of
54 T, currently fitted with a crane located on the aft deck. The
intent of this specification is to supply one (1) marine crane
for installation on the deck house of the vessel. The existing
crane will be removed from the aft deck. Only fully developed
marine rated cranes are acceptable (i.e. marinized truck cranes
do not meet vessels' requirements.) The configuration of the
crane is restricted to a boom crane with extension. The length
of the boom with extension retracted cannot exceed 11 feet. The
length of the boom with extension deployed cannot exceed 16
feet. 

Scope of supply

Supply of one (1) complete marine rated crane for the Gwaii
Haanas II. Provide field service representative assistance for
three (3) days of inspections, set to work and trials after the
crane is installed during a docking and refit scheduled for
February - April 2013 time frame. 

Service Conditions

All supplied components, materials and installations shall be
adequate to meet the following minimum service condition: 
Outside Air Temperature of -20 to +30 °C.

Technical description

1.	Crane weight not to exceed 1100lbs
2.	Crane Base maximum 450mm diameter
3.	Winch Lifting capacity: H2B3 rating; 2000 lbs at 16ft with a
safety factor of 5;
4.	Boom extension from 11 to 16 feet and capable of landing a
load within 5 feet of crane base
5.	Operational range in excess of 360 deg
6.	Crane shall be controlled by the use of a hand held
controller connected to the crane system by umbilical cable able
to span the entire after deck (nominally within a 13 feet radius
of the crane base). 
7.	Power available, 230 volt, 12 volt DC or onboard hydraulic
systems.


DELIVERY
Delivery will be Incoterms 2000 FCA Free Carrier. The contractor
will complete the fabrication and testing to have the crane
ready for delivery no later than January 31st 2013.  Parks
Canada will arrange for pickup in order to have the crane
installed during  the vessel's docking a refit scheduled for
February/March of 2013

SOURCING STRATEGY
The sourcing strategy related to this work will be subject to
the Agreement on Internal Trade.  The work is exempt from the
North American Free Trade Agreement (NAFTA), see Chapter Ten, 
Annex 1001.2b Paragraph 1, and the World Trade Organization
Agreement on Government Procurement (WTO-AGP).  See Annex 4.

procurement.
