    Docking and Refit of DND Barges: YC 53 & 54
    
    Requirement
    a)	To carry out the docking and refit  of the Department of
    National Defence Barges	YC-53 & 54 in accordance with the
    associated Technical Specifications detailed in the Statement of
    Work and Project Management Services.
    b)	Transfer of Vessel: In accordance with the NAMMS Vol. 4,
    Usage Maintenance Tables (Figure 1-1-1 Sht. 21 of 22 West Coast
    Note 13), this vessel may be refitted anywhere in the Greater
    Victoria area provided that the Docking Facility is capable of
    safely lifting the vessel.
    c)	To carry out any approved unscheduled work not covered in
    paragraph (a).
    
    Work Period
    	Commence	26 November 2012
    	Complete	31 January 2013
    	This time frame includes a reasonable amount of time for
    additional work
    
    Bidders Conference and Viewing
    	a)	Bidders' Conference:	A Bidders' Conference chaired by PWGSC
    will be held at  HMC Dockyard on Friday October 26th 2012. The
    conference will begin at 1030 local time in the 3rd Floor
    Conference Room in Building D-250.
    	b)	Viewing:			Arrangements   have been made for a viewing of
    the barges.  The viewing will take place immediately following
    the Bidder's Conference.
    
    Destination
    The work shall be performed by the Contractor at their Repair
    Facility
    
    Sourcing Strategy
    The sourcing strategy related to this procurement will be
    limited to suppliers in Western Canada, in accordance with the
    Shipbuilding Procurement Policy (19/12/96) subject to the
    Agreement on Internal Trade (AIT). This procurement is exempt
    from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and
    from the WTO-AGP (see Annex 4).
    
    Quality Assurance 
        It is a requirement that the contractor's quality system for
    the work address each applicable element of "ISO 9001-2000,
    except section 7.3.  It is not the intent that the Contractor be
    registered to the ISO Standards. A pre-contract award Quality
    System Audit may be conducted.
