Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: CCGS SIR WILFRID LAURIER - SUPPLY ONE (1) AUXILIARY GENERATOR SET Notice amendment no: 3: Solicitation closing date changed from November 4, 2015 to November 10, 2015 SUMMARY 1 Requirement: The Department of Fisheries and Oceans - Canadian Coast Guard, requires one (1) Auxiliary Generator Set for the CCGS Sir Wilfrid Laurier, as follows: Genset rating: Minimum 575 ekW (719kVA); Maximum 700 ekW (868kVA) at 100 % load. The genset must be rated to run unlimited hours per year at an average loading of 70% or more of this minimum electric Kilowatt (ekW) rating. and in accordance with the detailed specifications attached as Annex A to the solicitation. 2 Delivery: Goods must be delivered on or before 18 March 2016, to: Canadian Coast Guard 9860 West Saanich Rd Sidney, BC, V8L 4B2 CANADA 3 Submission of Bids Bids must be submitted only to Public Works and Government Services Canada (PWGSC) by the date, time and place indicated on page 1 of the bid solicitation. 4 Enquiries- Bid Solicitation All enquiries must be submitted in writing to the Contracting Authority no l ater than three (3) working days before the bid closing date. Enquiries received after that time may not be answered. Bidders should reference as accurately as possible the numbered item of the bid solicitation to which the enquiry relates. Care should be taken by bidders to explain each question in sufficient detail in order to enable Canada to provide an accurate answer. Technical enquiries that are of a proprietary nature must be clearly marked "proprietary" at each relevant item. Items identified as proprietary will be treated as such except where Canada determines that the enquiry is not of a proprietary nature. Canada may editthe question(s) or may request that the Bidder do so, so that the proprietary nature of the question(s) is eliminated and the enquiry can be answered to all bidders. Enquiries no t submitted in a form that can be distributed to all bidders may not be answered by Canada. 5. Bidder Capabilities Bidders will be required to supply with their bid: a. Details of Bidder capabilities, how they will comply with mandatory requirements and how they will deliver any other requested goods and services. 6. Security Requirement There is no security requirement applicable to this Contract. 7. Integrity Provisions - Bid As per the Integrity Provisions under section 01 of Standard Instructions 2003 and 2004, bidders must provide a list of all owners and/or Directors and other associated information as required. Refer to sect ion 4.21 of the Supply Manual for additional information on the Integrity Provisions. 8. Sourcing Strategy The sourcing strategy related to this procurement will be limited to suppliers in the area of Origin of the vessel, in accordance with the PWGSC Supply Manual Article 3.170.10(b). This procurement is subject to A IT and is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4). 9. Basis of Selection To be declared responsive, a bid must comply with all the requirements of the bid solicitation and meet all mandatory criteria. The responsive bid with the highest combined rating of technical merit and price will berecommended for award of a contract. 10 Debriefings Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within15 working days of receipt of the results of the bid so licitation process. The debriefing may be in writing, by telephone or in person. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
