    SUMMARY
    		1.	The  Statement of Work is:
    			a.	To Carry out the docking and underwater repairs to the
    Department of National Defence (DND) Vessel YFB 316, in
    accordance with the associated Technical Specifications detailed
    in the Statement of Work and Project Management Services. 
    			b.  The vessel is currently out of service and cannot be
    delivered to a contractor's facility under it's own power.
    Therefore the work must be performed locally: in the Greater
    Victoria Area. 
    			b.	To carry out any approved unscheduled work not covered in
    paragraph a. above.
    			c.	For specifications, drawings, test sheets, annexes and
    appendices, bidders are requested to contact the Contracting
    Authority identified in the Invitation To Tender (ITT) document. 
    
    GENERAL PARTICULARS OF THE VESSELS:
    
    Principal Dimensions:
    	a.	Type - Passenger Vessel;
    	b.	Length Overall - 75'-3";
    	c.	Length BP - 73';
    	d.	Beam overall - 18'-6";
    	e.	Depth Moulded - 8'-6";
    	f.	Draft forward - 3'-6"; and
    	g.	Draft aft - 4'-9"; and
    	h.	Tonnage - 60.03 long tons.
    
    WORK PERIOD - MARINE
    		1.	Work must commence and be completed as follows:
    			Commence:  	March 16, 2012;
    			Complete:	April 5, 2012.
    
    BIDDERS' CONFERENCE
    		A bidders conference will be held at Her Majesty's Canadian
    Dockyard (HMC Dockyard) Esquimalt, BC on the 2nd of March 2012.
    
    		The conference will begin at 10:30 local time. The scope of
    the requirement outlined in the bid solicitation will be
    reviewed during the conference and questions will be answered.
    It is recommended that bidders who intend to submit a bid attend
    or send a representative.
    	
    		For security reasons Bidders must contact the Contracting
    Authority before the conference to confirm attendance.  Bidders
    must provide, in writing, the names of the person(s) who will be
    attending and a list of issues they wish to table at least 3
    working days before the scheduled conference. 
    
    		Any clarifications or changes to the bid solicitation
    resulting from the bidders' conference will be included as an
    amendment to the bid solicitation (Questions and Answers). 
    Bidders who do not attend will not be precluded from submitting
    a bid. 		
    
    OPTIONAL SITE VISIT - VESSEL 
    		Arrangements have been made for a viewing of the vessel.  The
    viewing will take place immediately following the Bidder's
    Conference.
    
    SOURCING STRATEGY
    		The sourcing strategy related to this work will be limited to
    suppliers in Western Canada in accordance with Shipbuilding,
    Refit, Repair and Modernization Policy (1996-12-19), subject to
    the Agreement on Internal Trade. The work is exempt from the
    North American Free Trade Agreement (NAFTA), see Chapter Ten
    Annex 1001.2b Paragraph 1, and the World Trade Organization
    Agreement on Government Procurement (WTO-AGP), see Annex 4.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
