Telephone No. - (250) 363-3309 Fax No. - (250) 363-3960 DND - RISO - Deck Covering Requirement: The Department of National Defence has a requirement for a Standing Offer for the supply of and installation of carpet deck covering for HMC vessels. Period: Commencing 01 September 2012 for a period of one (1) year with an option to extend for two (2) one-year periods. Mandatory Construction Standards and Certifications: The Supplier shall follow the mandatory specification requirements for DND ships stated herein, which include, but are not limited to: i. D-23-003-0 1 5/SF-00 1, Carpet, tufted single level loop pile for HMC ships. A copy of this standard is available for review at the Fleet Maintenance Facility Cape Breton Library. ii. Underpadding shall not be used. If necessary, underlayment in accordance with Paragraph 3.2.3 of the above listed specification may be used to fair decks before the carpet is installed. The only style of carpet authorized for installation onboard naval vessels are manufactured from 100% wool or wool blend pile carpet with a minimum pile mass of 1360 G/M2+/-5%. The following CAVALIER BREMWORTH carpet meets this requirement. Chieftain # 569 Karatex Encore # 239 Exemplar # 575 Rafia # 590 Crackle # 503 Offeror must advise what carpeting is kept in stock for immediate supply, to achieve quick installation for unforeseen urgent requirements. The carpet that will be generally available for immediate shipment is Crackle # 503/ Blue 98. Otherwise, all pricing within the contract assumes shipment by sea, which is approximately 6-8 weeks. If there is an urgent requirement for another carpet air freight is an option at extra cost. SOURCING STRATEGY The sourcing strategy related to this work will be limited to suppliers in Canada in accordance with Shipbuilding, Refit, Repair and Modernization Policy (1996-12-19), subject to the Agreement on Internal Trade. The work is exempt from the North American Free Trade Agreement (NAFTA), see Chapter Ten Annex 1001.2b Paragraph 1, and the World Trade Organization Agreement on Government Procurement (WTO-AGP). See Annex 4. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
