Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: CCGS McIntyre Bay - Alongside Refit The Statement of work is as follows: a. The Canadian Coast Guard (CCG) requires a contractor to carry out the alongside refit for the Canadian Coast Guard Ship CCGS McIntyre Bay. The Work must be conducted in accordance with the associated Technical Specifications detailed in the Statement of Work; Inspections, Tests and Trials; and Project Management Services attached as Annexes A, D and E. For specifications, drawings, test sheets, annexes and appendices, bidders must contact the Contracting Authority identified in Article 7.5.1. b. The Contractor must carry out any approved unscheduled work not covered in paragraph a. above. Work must commence and be completed as follows: Commence: June 17, 2022; Complete: July 18, 2022. By submitting a bid, the Bidder certifies that they have sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work. Sourcing Strategy The sourcing strategy related to this procurement will be limited to suppliers in the area of Origin of the vessel, in accordance with the PWGSC Supply Manual Article 3.170.10(b). This procurement is subject to CFTA and is exempt from CETA Chapter 19 Annex 19-7(1.a), and from the WTO-AGP (see Annex 4). Optional Vessel Viewing It is recommended that Bidders who intend to submit a bid participate in a sister ship vessel viewing. Vessel Florencia Bay will be available for viewing. With extended health and safety protocols in place, vessel viewings will be conducted one Bidder at a time during scheduled appointments in the morning of April 19, 2022 from 09:00 hour to 16:00 hour at Institute of Ocean Sciences in Sidney, BC. Appointments will be scheduled on a first come, first serve basis. No more than 4 representatives of a Bidder, including their planned subcontractor representatives, may attend any given scheduled appointment. Physical distancing practices must be followed at all times in accordance with provincial and federal regulations and protocols, and as further instructed by Canada’s representatives. Note that participants may be subject to screening for COVID-19 symptoms. Any participant deemed to be exhibiting symptoms will not be granted site access. This site visit is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The person(s) who attend must be fully vaccinated against COVID-19 with a Health Canada-approved COVID-19 vaccine(s), or, for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada. Bidders must communicate with the Contracting Authority no later than 03:00 pm. (PDT) on April 15, 2022 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders must also complete and submit the following certification: I, ____________________________________ (first and last name), as the representative of ____________________________________ (name of business) pursuant to ____________________________________(insert solicitation number), warrant and certify that all personnel that will attend this site visit on the business’ behalf are: (a) fully vaccinated against COVID-19 with Health Canada-approved COVID-19 vaccine(s); or (b) for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada. I certify that all personnel that will attend on behalf of (name of business) have been notified of the vaccination requirements of the Government of Canada’s COVID-19 Vaccination Policy for Supplier Personnel, and that the (name of business) has certified to their compliance with this requirement. I certify that the information provided is true as of the date indicated below and will continue to be true for the duration of the site visit. I understand that the certifications provided to Canada are subject to verification at all times. Canada reserves the right to request additional information to verify the certifications at all times. I also understand that Canada will declare a bid non-responsive or a contractor in default, if a certification is found to be untrue, whether made knowingly or unknowingly. Bidders will be requested to sign an attendance sheet. No alternative appointment will be given to bidders who do not attend or do not send a representative. Bidders who do not participate in the visit will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. All participants will be required to immediately disembark the vessel upon the termination of the allocated duration of the appointment and proceed to the designated site exit. Due to the Vessel’s mandate and operational needs, the Vessel might become unavailable for the scheduled appointment. Canada will inform registered participants of a new date and time for any rescheduled appointment. The Bidder is responsible for all of its expenses associated in participating in the appointment, including the costs associated with the rescheduling of the site visit. Participants must comply with all regulations, instructions and directives in force on the site and vessel. ***** IMPORTANT NOTICE TO SUPPLIERS RE. The notification will be made by e-mail by the Contracting Authority. Debriefings Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process.
