    Line 1, Rigid Inflatable Boat Refits
    
    The Department of Fisheries and Oceans has the requirement to refit Rigid Hull Inflatable Boat A (RHIB A), with the option to refit RHIB Boat B in accordance with the associated Technical Specifications detailed in Annex “A”;and to carry out Unscheduled Work authorized by the Contracting Authority.
    
    Solicitation documents are available on the BuyAndSell.gc.ca/tenders web site. For specifications, drawings, annexes, and appendices associated with this solicitation, bidders must contact the Contracting Authority by e-mail at gregor.wulff@pwgsc-tpsgc.gc.ca.
    
    This procurement is subject to CFTA and NAFTA. 
    
    Work must commence and be completed as follows:
    Boat #A:   Granite Point, 1995, C14439BC, XDC73127B595. Grey fiberglass hull 
    Commence:  1 April 2019 or as soon as the contract is signed;
    Complete:    10 June 2019.
    
    Option Boat #B:  Miller Point, 1997, C16223BC, XDC73239K697. Orange fiberglass hull
    Commence:   TBD;
    Complete:  TBD.
    
    By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work.
    
    ePost  Connect
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    Optional Bidders' Conference
    
    A bidders' conference will be held at 4160 Marine Dr., West Vancouver, BC V7V 1N6, on 20 February 2019. The conference will begin at 13:00 hrs. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
    Bidders must e-mail the Contracting Authority no later than 2:00 pm (Pacific Standard Time) on 18 February, 2019 to confirm their attendance at the Bidders' Conference. 
    Registered conference participants will be informed of conference details by the Contracting Authority. Conference participants may be required to present valid government-issued photo identification and sign attendance sheets. Conference participants must comply with all regulations, instructions and directives in force on the site. Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
    
    Optional Site Visit - Vessel
    
    Arrangements have been made for a site visit to be held onboard the vessel immediately after the Bidders' Conference. Site visit participants must not board the vessel without the consent of the Contracting Authority. It is recommended that the Bidder or a representative of the Bidder visit the vessel during the optional site visit.
    Bidders must e-mail the Contracting Authority no later than 2:00 pm (Pacific Standard Time) on 18 February, 2019 to confirm their attendance at the Site Visit. 
    Site visit participants may be required to present valid government-issued photo identification and/or sign attendance sheets. Site visit participants must comply with all regulations, instructions and directives in force on the site and vessel. 
    The site visit will be of a limited duration as determined by the Contracting Authority during the site visit. All Site visit participants will be required to immediately disembark the vessel upon the termination of the site visit. 
    Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    Debriefings
    
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
