    CCGS Otter Bay - Vessel Life Extension 
    
    The Canadian Coast Guard has a requirement for the vessel life extension of the Canadian Coast Guard Ship CCGS Otter Bay in accordance with the Statement of Work and technical specifications detailed in Annex A of the bid solicitation, and to carry out Unscheduled Work authorized by the Contracting Authority.
    
    Work Period
    Work must commence and be completed as follows:
    Commence: October 17, 2022;
    Complete: February 28, 2023.
    By submitting a bid, the Bidder certifies that it has sufficient material and human resources allocated or available and that the above work period is adequate to both complete the known work and absorb a reasonable amount of unscheduled work.
    
    Sourcing Strategy
    The sourcing strategy related to this procurement will be limited to suppliers in the Area of Origin of the vessel (Western Canada), in accordance with the PWGSC Supply Manual Article 3.170.10(b). This procurement is subject to the Canadian Free Trade Agreement. 
    
    Optional Site Visit 
    It is recommended that Bidders who intend to submit a bid participate in a vessel viewing.
    With extended health and safety protocols in place, vessel viewings will be conducted one Bidder at a time during scheduled appointments on, June 21, 2022, in Ucluelet, BC.                 
    Appointments will be scheduled on a first come, first serve basis.
    No more than 3 representatives of a Bidder, including their planned subcontractor representatives, may attend any given scheduled appointment. Physical distancing practices must be followed at all times in accordance with provincial and federal regulations and protocols, and as further instructed by Canada's representatives. Note that participants may be subject to screening for COVID-19 symptoms. Any participant deemed to be exhibiting symptoms will not be granted site access. 
    This site visit is subject to the COVID-19 Vaccination Policy for Supplier Personnel. The person(s) who attend must be fully vaccinated against COVID-19 with a Health Canada-approved COVID-19 vaccine(s), or, for personnel that are unable to be vaccinated due to a certified medical contraindication, religion or other prohibited grounds of discrimination under the Canadian Human Rights Act, subject to accommodation and mitigation measures that have been presented to and approved by Canada.
    Bidders must communicate with the Contracting Authority no later than 10:00 a.m. (Pacific Daylight Time) on, June 20, 2022 to confirm attendance and provide the name(s) of the person(s) who will attend. 
    
    Optional Bidders' Conference 
    The scope of the requirement outlined in the bid solicitation will be reviewed during the Bidders' Conference and questions will be answered.
    It is recommended that Bidders who intend to submit a bid participate in the Bidders' Conference.
    The Bidders' Conference will be held online and/or teleconference at 1:00 p.m. (Pacific Daylight Time) on, June 22, 2022. Registered participants will be provided details.
    Bidders are requested to register the individuals who will be participating in the Bidders' Conference by e-mailing the Contracting Authority. The Bidders' Conference will be cancelled if no Bidders register by 3:00 p.m. (Pacific Daylight Time) on  June 21, 2022.
    Bidders should e-mail the Contracting Authority a list of issues they wish to raise by 3:00 p.m. Pacific Daylight Time (PDT) on June 21, 2022.

    Preliminary Notification
    Pending the completion of the bid evaluation process, each Bidder will be notified of its preliminary ranking within 5 working days of the solicitation closing date. The notification will be made by email by the Contracting Authority.
    
    Debriefings
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
