Summary
Public Works and Government Services Canada (PWGSC) Pacific
Region in Vancouver, British Columbia has a requirement for the
provision of Computer Output to Laser Disk (COLD) Elecronic
Records Management (ERM) services. The period of the resulting
Task Authorization Contract will be three years.

The various products requiring the COLD services include Pay &
Pension products: 2007/08 volume was 1,824,053 pages and 2008/09
volume was 1,264,473 pages.  The supplier will be required to
provide in-house expertise to develop a COLD/ERM product.  PWGSC
will provide the required header information and format, a
magnetic cartridge from an IBM system.  Expertise will not be
provided to the supplier to interpret technical requirements
related to computer output COLD e.g. how to read dumps or
determine the line feed and print image.  The supplier must be
fully conversant with all technical aspects to the production of
COLD and must be prepared to satisfy diverse needs of the
clients. The supplier is to provide search and retrieval
software on each CD/DVD on a royalty free basis to Canada. 
Search criteria is to be defined by PWGSC and is subject to
change. The supplier will also provide reasonable consulting and
programming assistance pertaining to the retrieval software
application as requested by PWGSC at no additional cost. The
format will be subject to periodic change.  The supplier must
arrange for delivery of magnetic cartridge and CD/DVD output as
required. The commercial courier or delivery requirement may not
store magnetic cartridges overnight, but, must use same-day
delivery service.  Courier costs to be billed at standard rates
without mark-up, at the expense of the Supplier.

Note:  Bidders are not to propose a software solution only.
(i.e.: we provide the software PWGSC inputs the data etc. and
gets reports).  We require an "outsource solution".  

The contractor will be expected to provide a two day turnaround
from date of receipt to produce the desired output and return of
magnetic cartridge. The contractor will be expected to provide a
two day turnaround from the date of request for changes or
development of programs or utilities to produce the desired
output. 

Magnetic cartridge will be provided in 18 track 3480 BPI or 36
track 3490 BPI density or tape backup cartridges.

The Crown retains the right to negotiate with suppliers on any
