    Description of Services
    
    The Centre for Intercultural Learning (CFSC) of the Department of Global Affairs Canada intends to procure the services of one (1) supplier capable of providing to CFSC "as and when requested" support for its intercultural and international assistance learning programs and related programs and services by providing the following services: 
    
    1. Learning Event Coordination and Administration;
    2. Technical Assistance for Online Training;
    3. Learning Event Delivery and Facilitation;
    4. Provision of Country Resource Personnel and Subject Matter Experts supporting Learning Events;
    5. Learning Event Design and Development;
    6. Learning Product Design and Development; and
    7. Research and Strategic Advisory Services related to Learning.
    
     
    The required services are described in more details in Annex A - Statement of Work.
    
    Contract Period
    
    Services shall be provided for three years as of the contract award date, and the contract will include an option allowing it to be extended for two additional periods of one year each under the same terms and conditions.
    
    Volumetric Data
    
    Bidders should refer to the Attachment 1 of Part 3 - Service Volume - of the Solicitation document which summarizes the service volume for CFSC learning events for the twelve (12) month. 
    
    The inclusion of volumetric data in this document does not represent a commitment by Canada that Can-ada's future usage of the services described in the bid solicitation will be consistent with this data.
    
    Basis of Selection - Lowest Cost Per Point
    
    One (1) contract will be recommended for award under this solicitation. 
    
    To be declared responsive, a bid must:
    
    (a) comply with all the requirements of the bid solicitation;
    (b) meet all mandatory evaluation criteria; and 
    (c) obtain the required minimum number of points specified in the attachment to Part 4 for the point-rated technical criteria.
    
    Security Requirements

    Basis for Canada's Ownership of Intellectual Property
    
    Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to Canada, for the following reasons, as set out in the Policy on Title to Intellectual Property Arising Under Crown Procurement Contracts:  «where the Foreground IP consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software».
    
    
    Code of Conduct
    
    Pursuant to section 01 of Standard Instructions 2003, Bidders must submit a complete list of names of all individuals who are currently directors of the Bidder.  Furthermore, as determined by the Special Investigations Directorate, Departmental Oversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form.
