Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: The bidder must supply Canadian goods and/or services Competitive Procurement Strategy: Comprehensive Land Claim Agreement: No Nature of Requirements: Translation Services 5X001-160815/A Remillard, Michele Telephone No. - (819) 420-4602 ( ) Description of Services - Request for Standing Offer for Translation Services Courts Administration Service (CAS) wishes to avail itself of translation and revision services on an "as and when" requested basis. Translation services are required for texts to be translated from English to French and from French to English. The documents to be translated are comprised of administrative and legal text. The estimated translation volume from English to French is approximately 4,620,000 words, and from French to English is approximately 1,880,000 words annually. The required services are described in more detail in Annex A - Statement of Work. Contract Period Services shall be provided from the date of award to March 31, 2019 and will include an option allowing it to be extended for three additional periods of one year each under the same terms and conditions. Volumetric Data The inclusion of volumetric data in this document does not represent a commitment by Canada that Canada's future usage of the services described in the bid solicitation will be consistent with this data. This requirement is limited to Canadian goods and/or services. Trade Agreements The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). Basis of Selection Up to four (4) standing offers will be issued under this solicitation. The four (4) highest ranked responsive bidsoffering the best value; the highest combined rating of technical merit (60%) and price (40%), will be issued a standing offer. To be declared responsive, a bid must: a) Comply with all the requirements of the bid solicitation b) Meet all mandatory evaluation criteria, and c) Obtain the required minimum number of points specified in the attachment to Part 4 for the point-rated criteria Security Requirement There is a security requirement associated with this requirement At the date of bid closing, the following conditions must be met: a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses; b) The Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work site(s) must meet the security requirement as indicated in Part 7 - Resulting Contract Clauses; and c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites. For additional information on security requirements, bidders should consult the "Security Requirements for PWGSC Bid Solicitations - Instructions for Bidders" (http://www.tpsgc-pwgsc.gc.ca/app-acq/lc-pl/lc-pl-eng.html#a31) document on the Departmental Standard Procurement Documents Website. Basis for Canada's Ownership of Intellectual Property Courts Administration Service determined that any intellectual property rights arising from the performance ofthe Work under the resulting contract will belong to Canada, on the following grounds: where the Foreground consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software. Code of Conduct Pursuant to section 01 of Standard Instructions 2003, Bidders must submit a complete list of names of all individuals who are currently directors of the Bidder. Furthermore, as determined by the Special Investigations Directorate, DepartmentalOversight Branch, each individual named on the list may be requested to complete a Consent to a Criminal Record Verification form.
