Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: All interested suppliers may submit a bid Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: REQUEST FOR PROPOSAL Development of task authorization contracts for parliamentary and conference interpretation services in official languages for the Translation Bureau Introduction The Translation Bureau (Bureau) is a Special Operating Agency (SOA) that is part of Public Works and Government Services Canada (PWGSC). The Bureau is responsible for providing support to the Government of Canada in its efforts to serve and inform Canadians in the official language of their choice. The Bureau fulfills its mission by providing, among other things, interpretation services to Parliament, the judiciary and federal departments and agencies in official, foreign, Aboriginal and visual languages. The Bureau, in collaboration with PWGSC’s Acquisitions Branch (AB), is launching an RFP process to issue contracts to qualified interpretation service providers to meet its parliamentary and conference interpretation needs in official languages. Publication of the RFP This RFP consists of two distinct services: Conference Interpretation and Parliamentary Interpretation Bidders may qualify for one or more streams. To qualify, Bidders must meet the mandatory technical criteria (Translation Bureau Accreditation) and all requirements in the RFP. To respond to the RFP, Bidders must download the RFP response forms on GETS. The Contract will remain valid from the date of issue until June 30th, 2020. This procurement is subject to: Canadian Free Trade Agreement (CFTA) There are various security requirements in this RFP. As a task authorization may include security requirements, Canada asks that Bidders indicate the security clearance of all proposed resources. Bidders must provide this information on the RFP response form - Section I. Bidder’s videoconference (WebEx) A bidder’s conference will be held on March 2, 2019. The session will be from 1 pm to 3:00pm. The response forms of the RFP will be reviewed during the session and questions will be answered. It is recommended that bidders who intend to submit a proposal attend or a representative participate in their place. Bidders are requested to communicate with the Contracting Authority before the sessions to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s). Bidders will be able to obtain help individually after the session by contacting the Contracting Authority. Bidders who do not attend will not be precluded from submitting a bid.
