DESCRIPTION OF REQUIREMENT Canada intends to issue one (1) contract for Translation and Revision Services in the National Capital Region (NCR). BACKGROUND The Public Service Labour Relations Board (PSLRB) requires services for the translation of texts from English to French and French to English in addition to the editing and revising of texts in English and French, on an as and when requested basis and as required. Documents relate to the following two (2) specialties: Legal Labour Law Labour Relations in the Public Sector Human Rights Occupational Health and Safety Administration and Management Human Resources Management Financial and Budgetary Management Information Management The requirement has been estimated to be 1,750,000 words for translation and 400 hours of revision per year. Please refer to Attachment 1 to Part 3 and Annex A - Statement of Work for further details. The inclusion of volumetric data in this document does not represent a commitment by Canada that Canada's future usage of the services described in the bid solicitation will be consistent with this data. PERIOD OF THE STANDING OFFER The term of any resulting contract will be one (1) year from date of contract award with three (3) irrevocable options on the part of Canada to extend the term of the Contract by up to three (3) additional one-year periods. SECURITY REQUIREMENT There is a security requirement associated with this requirement. MANDATORY AND POINT RATED TECHNICAL CRITERIA Each Technical Offer that meets all the Mandatory Technical Criteria specified in the RFP will be evaluated and scored in accordance with the Point Rated Technical Criteria contained in the RFP. BASIS OF SELECTION - LOWEST EVALUATED PRICE PER POINT: 1. To be declared responsive, a bid must: (a) comply with all the requirements of the Request for Proposal; (b) meet all mandatory evaluation criteria; and (c) obtain the required minimum number of points specified in clause 1.1.2 to Part 4 for the point-rated technical criteria. 2. Offers not meeting requirements (a) or (b) or (c) will be declared non-responsive. Neither the responsive offer that receives the highest number of points nor the one with the lowest evaluated price will necessarily be accepted. For more details, please refer to Part 4 of the Request for Proposal. BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY Canada has determined that any intellectual property arising from the performance of the Work under the Standing Offer and any contract resulting from the issuance of a call-up will vest in Canada, on the following grounds: Canada has opted to own the intellectual property rights in any material subject to copyright that is created or developed as part of the Work, with the exception of computer software or any documentation pertaining to such software.
