    Reissuance Request for Proposal - Debt Collection Services for Outstanding Federal Fines
    
    BACKGROUND
    
    Prior to September 1996, provincial authorities generally handled the collection of federal fines and the provincial courts across Canada would simply issue a warrant of committal in cases where a federal fine rema
    ined unpaid after it became due.  No further collection action would be 
    taken, and incarceration for unpaid fines was the most frequent consequence for default of payment.  
    The National Fine Recovery Program (NFRP) was nationally implemented in 20
    02 by the former Federal Prosecution Service, within the federal Department of Justice.  Its mandate was to enforce sentences by recovering outstanding federal fines ordered against individuals and companies convicted under federal statutes. Federal fines refer to fines 
    
    levied against individuals and companies after a conviction in a court of law for an offence prosecuted by the Public Prosecution Service of Canada (PPSC).
    The PPSC, which was created by Act of Parliament in 2006, wasissued an assignment by the Attorney General of Canada in September 2007 to 
    administer the NFRP.
    The NFRP employed small recovery units located in eight regional PPSC offices (Vancouver, Edmonton, Saskatoon, Winnipeg, Toronto, Ottawa, Montreal and Halifax), covering ten provincial jurisdictions. The PPSC
    decided to outsource the majority of the collection work handled by 
    the NFRP to private collection agencies.
    
    OBJECTIVES
    
    The PPSC requires the services of an agency to collect outstanding federal fines, including Criminal Code fines, surcharges and court co
    sts ordered with the federal fine at sentencing as well as legal costs where applicable, using appropriate collection methods, supplemented by the direct
    ives and guidelines outlined in Addendum A - Directive and Guidelines for the performance of the work.  The selected Contractor must maintain ac
    curate and complete records of all activities on accounts transmitted including the tracing of Canada’s debtors by the Contractor and all pertinent information discovered by the Contractor’s tracers such as address, employment, financial institution, type of collateral, guarantees, references, and other relevant.
    
    PERIOD OF CONTRACT
    
    PPSC requires the services from the date of contract for a period of 
    two (2) years, with anirrevocable option to extend the period of the contract by one (1) additional one (1) year period plus one (1) four (3
    ) month transition period under the same conditions.

    SELECTION METHODOLOGY
    
    Basis of Selection - Lowest Evaluated Total Bid Average Commission Rate
    
    A bid must comply with the requirements of the bid solicitation and 
    meet all mandatory evaluation criteria to be declared responsive.
    
    The responsive bid with the lowest evaluated Total Average Commission Rate will be recommended for award of a contract.
    
    To be declared responsive, a bid must:
    
    a) comply with all the requirements of the bid solicitation; 
    b) meet all mandatory evaluation criteria; and
    c) obtain the required minimum number of points specified in Attachment 
    
    1 to Part 4 for the point rated technical criteria; and
    
    Bids not meeting 4.2.1.1 (a) or (b) or (c) will be declared non-responsive.  The responsive bid with the lowest evaluated Total Average Commission Rate will be recommended for award of a contract. 
    
    1)  In theevent two or more responsive bids have the same lowest evaluated Average Commission Rate, the responsive bid that obtained the high
    est overall score for allthe point rated technical criteria subject to point rating detailed in Attachment 1 to Part 4 will be recommended for aw
    ard of a contract. 
    2) In the event two or more responsive bids have the same highest overall score as well as the same lowest evaluated Commission Average Rate, the responsive bid that obtained the highest score in the Point Rated Technical Criteria RT5 will be recommended for award of a contract.
