    NOTICE OF PROPOSED PROCUREMENT
    
    
    The Department of National Defence requires the services of an
    Intermediate Engineer, Airworthiness Analyst Engineering (AAE)
    support to DAEPM(FT) 6, to maintain airworthiness management of
    (FT) 6 common aviation equipment.  AAE provides specialist
    engineering support to complement the skills, knowledge and
    experieince of the FT6 engineering staff.  These services
    include the development and support of the Technical
    Airworthiness Program as well as technical investigation of
    airworthiness related matter and aerospace engineering
    activities.
    
    The period of the Contract is from date of Contract for a period
    of 3 years inclusive with the irrevocable option to extend the
    term of the Contract by up to two (2) additional one (1) year
    option periods under the same conditions.
    
    This bid solicitation is issued to solicit bids from companies
    having been issued Technical, Engineering, and Maintenance
    Service Supply Arrangements.
    
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory evaluation criteria to be declared
    responsive.  
    
    The responsive bid with the lowest evaluated price will be
    recommended for award of a contract.
    
    The Contractor/Offeror must, at all times during the performance
    of the Contract/Standing Offer, hold a valid Facility Security
    Clearance at the level of SECRET, issued by the Canadian
    Industrial Security Directorate (CISD), Public Works and
    Government Services Canada (PWGSC).
    
    The Contractor/Offeror personnel requiring access to
    PROTECTED/CLASSIFIED information, assets or sensitive work
    site(s) must EACH hold a valid personnel security screening at
    the requisite level of Reliability Status, Confidential and
    Secret, granted or approved by CISD/PWGSC. 
    
    The Contractor/Offeror personnel requiring access to NATO
    UNCLASSIFIED information or assets do not require to hold a
    personnel security clearance but must be citizens of a NATO
    member country and must have a need-to-know.
    
    The Contractor/Offeror MUST NOT remove any PROTECTED/CLASSIFIED
    information from the identified work site(s), and the
    Contractor/Offeror must ensure that its personnel are made aware
    of and comply with this restriction.
    
    Subcontracts which contain security requirements are NOT to be
    awarded without the prior written permission of CISD/PWGSC.
    
    The Contractor shall comply with the provisions of:
    
    the Security Requirements Check List (SRCL), attached at Annex
    "C",
    the Industrial Security Manual (Latest Edition).
